I would review the documentation here for the data owner: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-sql-server/privileges-sqlserver.htm#ESRI_SECTION1_C1C15319C6AE40B8993FDB2E89482D5F Look at the Data Creator permissions for your 'gis" user and removed the db_datareader & db_datawriter roles. For the SDE user, here are the permissions: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-sql-server/privileges-sqlserver.htm#ESRI_SECTION1_E5B409382753421284619F35ABF001A3 I also would remove the db_datareader, db_datawriter, db_ddladmin roles. Those are not needed, based on my experience. That should get you past the errors.

I do not think so on the tile packages. Tile packages are just a snapshot of the data which is broken down into tiles for quick display. There may be other ways but am not familiar with them.

Here are the min. versions for Pro 3.2.x: Each major version of PostgreSQL (12, 13, 14, 15, etc..) are different from each other and have minor "updates" (.x) for each major version.
