If you are using versioned data in the Parcel Fabric, you may need to "Refresh" the version (https://doc.esri.com/en/arcgis-pro/latest/help/data/geodatabases/overview/versioning-tab.html#970) as Pro caches the data when you start an editing session or connect to a version. This will pick up any updates in the data. I have not seen a way to do this. In Pro it will show you all the tables that you have access to, including from multiple schemas. Pro does this with other RDBMS's like SQL Server. Are you connecting with an account that has the "superuser" privilege? If I connect as my data owner (data), I only see the tables in my schema. This user only has access to this schema, limited permissions If I connect as my postgres super user, I can see data in the other schemas: Is this what you are also seeing? These are not Enterprise Geodatabases, just PostgreSQL databases with PostGIS enabled. ... View more

I would also check to see if SSMS can access the SQL instance / DB when you have the connection issue in Pro from the same machine. This may help narrow down the issue. I would also note that we usually recommend that accessing a cloud database from a "local" workstation may have a sub-optimal user experience. We recommend that the ArcGIS Pro client is in the same "location" as the Enterprise Geodatabase (i.e., same local network (building) or same cloud provider / region).
