Usually, the error occurs the user belongs to an AGOL organization where the number of licenses assigned exceeds the number of licenses available. Refer to the following KB article for additional detail: Error: The number of licenses assigned exceeded the number available. Either deselect some licenses or revoke the licens…

Benjamin, At this time, there is no option to set a time limitation on licenses taken offline for Named User licenses through AGOL. Offline licenses will last as long as the subscription. There is an existing enhancement request that we intend to address very soon. It's very high on our priority list. In the meantime, please refer to the enhancement request below and add yourself to the list of clients requesting this feature. Once addressed, you should receive an email notification. https://qamonitor/SfTriage/?sfid=ENH-000118203

Bk, First of all, I don't think it's a good idea to post your authorization number in a public forum because anyone can use it. I recommend you remove the post and repost it without providing the authorization number if you still need assistance. As for your issue, you have an Advanced Desktop license which means you likely inherited an ArcGIS Pro license. By default your Pro license will be a named user license. If you received an email from Esri concerning the creation of ArcGIS Online organization, just follow the instruction on the email. If you did not receive or no longer have the email, please contact Esri Customer Service or your local distributor. Basically, you will need to create an ArcGIS Online organization, create a user and assign it an ArcGIS Pro license, log into Pro using that user account. Below is a documentation detailing the steps to do so: Set up an ArcGIS Online organization—ArcGIS Pro | Documentation

Celine, Are you working with Esri Tech Support by any chance. I would like to take a look at the provisioning file or at least the ECP code you're using to authorize. It would be easier and safer to send the information through Tech Support.

Rahul, Lauren, ArcGIS Desktop and ArcGIS Pro use separate Single Use licenses. Single Use license for ArcGIS Desktop cannot be used to authorize ArcGIS Pro and vice versa. You likely authorized ArcGIS Pro with an ArcGIS Desktop Single Use license. If you go back and attempt to deauthorize, you will see a list of all ArcGIS Single Use licenses on the system. ArcGIS Pro licenses will have "Pro" in the feature name. For example, "Desktop Advanced" for ArcGIS Desktop Advanced license and "ArcGIS Pro Advanced" for Pro Advanced license. In addition, ArcGIS Pro uses the Named User for ArcGIS Online (AGOL) by default. Yo u must create an AGOL organization from an email instruction sent to the customer from Esri Customer Service. If you need a copy of the email, contact Esri Customer Service. See the following documentation for additional information: Set up an ArcGIS Online organization—ArcGIS Pro | Documentation

James, ArcGIS Pro uses Internet Explorer to display the Named User login dialogue. It is the browser that's causing the scripting error you're seeing. Open Internet Explorer and go to https://www.arcgis.com. You will likely get the same error. Try adding the URL to the trusted sites in Internet Explorer security. If you can get the AGOL login dialogue in here, you should be able to load it in Pro.

Karen, You probably have it set up correctly. You started the ArcGIS Administrator which is a portal you used to point to the ArcGIS License Server Administrator (hosting the licenses). When you start the ArcGIS Administrator, it will always display the hostname of the machine it's installed on. The hostname in the upper left hand is your machine's hostname. If you want to verify, just open a command prompt and type in hostname. It will display the hostname of your machine. The one in the middle is the hostname of the machine hosting your license manager. If that is the correct license manager hostname, you can go to the Availability folder and display all ArcGIS Desktop licenses hosted on that license manager server. Therefore the names you've circled in red should always be different unless you have the license manager installed on the same machine. In this case, you're pointing to your own machine for the licenses. If there are licenses available, you should be able to start ArcMap or ArcCatalog. Hope that clears up any confusion.

Beth, Open your Internet Explorer and load https://www.sycamorehs.maps.arcgis.com. You will likely not be able to load based on your issue. White list this site. If you're able to load it afterward, it will route to https://www.arcgis.com/home/index.html so you can log into AGOL. Once logged it, it will route to your personal organization within AGOL, https://www.sycamorehs.maps.arcgis.com. Again, you're not able to connect to this site because the security feature in your Internet Explorer prevents you from accessing the site.

Vancouver DCB, This is not an option. The ArcGIS License Manager has a single ArcGIS.exe vendor daemon to run alongside Flexera's lmgrd.exe vendor daemon. However, you can use the option file to set the maximum number of licenses a particular user or group can consume. Here's additional information concerning the option file: Using the Options file—License Manager Guide | Documentation

You mentioned it in your description. The issue isn't licensing. It's connecting to your AGOL organization. You need to white list https://www.arcgis.com in Internet Explorer. If you're able to load https://www.arcgis.com in Internet Explorer, you should be able to access it in ArcGIS Pro. If you are unable to load the site in Internet Explorer, what error are you getting?

It looks like you're trying to make a connection to your organization in ArcGIS Online (AGOL). This is likely the reason why you're not able to use the Named User licensing option. The ArcGIS Pro AGOL sign-in dialogue uses Internet Explorer setting to display. Open your Internet Explorer and go to www.arcgis.com. You will likely get the same issue. Try adding it to the trusted site for Internet Explorer or Edge depending on your system. If you can load www.arcgis.com, you should be able to display the Pro Named User login dialogue. You might also have to the add the URL address to your AGOL organization as one of the trusted sites.

Beth, Can you elaborate on your issue? When you attempt to log in using the Named User option, what exactly is occurring. Can you provide more detail? Also, with Single Use licensing option. Were you able to start Pro? If so, what do you mean when you can't connect to arcgis? Are you trying to connect to www.arcgis.com? What is the error you're getting?

Aidan, The Flexnet Licensing Service should be installed with ArcGIS Administrator. If it's missing, you can install the service by installing the ArcGIS License Manager. It is the same service installed with the ArcGIS Desktop. The other issue is that you were not able to start the ArcGIS Administrator. This should be able to start regardless the Flexnet Licensing Service was installed or not. In your situation, I would just reinstall ArcGIS Desktop and verify the Flexnet License Service was running once completed. If not, just install the ArcGIS License Manager. You can then remove the license manager if you want to. The Flexnet Licensing Service should only uninstall you you remove the last ArcGIS application.
