Steven, My guess is that you originally used an account from ArcGIS Online (AGOL) to log into ArcGIS Pro. At some point, you took the licenses offline which means you stored the licenses locally on your machine to be used without access to AGOL. Pro will start without having to sign in at this point. When you changed your computer name, that likely broke the locally stored license. The problem is the account you used still has an offline status. If you used the account to log into Pro on any machine, it will always give you that error message. You can go to www.arcgis.com and log in with an account with administrative access to see the status of all members of the organization. To resolve the issue, you will need to contact Esri Customer Service to have a representative clear the account's status. Once cleared, you can then log into Pro using that account.

Chaitanya, Here's an example to get you started. Create a file with the following entry: GROUP Pro_users user1 user2 user3 user4 INCLUDEALL GROUP Pro_users Following the example above, I've created a group called Pro_users. Then I provided the username of all users I want in the group. The second line means I've granted everyone in group Pro_users access to all licenses in the license manager. No one else can use these licenses except the users in the group. Of course you will need to save the file to bin folder of the license manager installation directory. Reread the licenses so the license manager will pick up the new change. You can test to make sure the listed users can consume the license and anyone else cannot. Marketa, When you request for a Named User license file (.lic) from MyEsri, you are required to provide a Mac Address of the machine you installed the ArcGIS License Manager on. The license file can only be authorized on that machine. Once authorize, the Mac address is added to the Server line in the service.txt file. You cannot manually change the Mac Address in either the .lic or the service.txt file. Doing so will make the licenses invalid. In your case, you changed the Mac Address to ANY. If you look at the license manager log file, you will likely see something like "(ARCGIS) Invalid license key (inconsistent authentication code)". If you look at the Availability folder in the license manager, it appears to be valid and available but this is not the case. This is misleading and a bug we will need to address. FYI. If you see a license file with ANY in the Server line, it is an open license file that can be applied on any machine. In the case of a Named User license, this will only be available for internal users.

Daniel, The ArcGIS Pro AGOL sign-in dialogue uses Internet Explorer setting to display. Open your Internet Explorer and go to www.arcgis.com. You will likely get the same issue. Try adding it to the trusted site for Internet Explorer or Edge depending on your system. If you can load www.arcgis.com, you should be able to display the Pro Named User login dialogue.

As you mentioned, the license manager was installed on a separate domain from the client machine. It's possible there is at least one firewall between the systems. You must configure the license manager to work through the firewall. The ArcGIS License Manager uses two specific ports 27000 for the lmgrd.exe daemon and a random open port for the ArcGIS.exe vendor daemon. You must lock the ArcGIS.exe vendor daemon to a specific port from 27001-27009. The following article provides a step-by-step process. Configure ArcGIS License Manager to work through a firewall—License Manager Guide | Documentation Once you lock down the daemons to use specific ports, you must open those two ports through your firewall. If you're not sure a firewall is the issue, just install Pro on the same domain and network as the license manager. It should start if you point to the same license manager server.

Ed, Thanks for your detailed explanation. I was able to reproduce the issue you mentioned. My test was slightly different from what you described which was why I wasn't able to reproduce it on my side. I deauthorized the Advanced license to mimic an unavailable license. Doing so, I was able to get the error message. If I followed your workflow exactly, I was able to reproduce the issue and get the splash screen. So thanks for saving me the time. With that said, it appeared to be a bug with the software. However, I was not able to reproduce the issue in ArcGIS Desktop 10.8. I followed the same workflow and received the following error message instead: It appeared the bug may have manifested in Desktop 10.7.x but fixed in 10.8 which will be available by the end of the month.

Gotcha. Can you start ArcMap on your laptop and then start ArcMap and then ArcCatalog on your Desktop machine? Do you still get the splash screen for each?

Ed, What did you mean when you said you opened one Advanced license on your desktop. Are you saying you have the license manager installed on your Desktop machine and ArcGIS Desktop installed on your laptop? Also did you mean you have an Advanced license available on your license manager but you still could not start ArcCatalog on your laptop? I'm just a little confused. Just for clarification, do the following: 1. Install ArcGIS Desktop on the Desktop machine and your laptop. 2. Verify the license manager was authorized with the advanced license. 3. Point to the machine with the license manager. Make sure you can start ArcMap on either machines. 4. Then stop the license manager or deauthorize the advanced license. Start ArcMap on your Desktop and then ArcMap on your laptop. Do you get the splash screen on both machines? Basically we're trying to see if the issue is limited to the local system or not.

The License Manager 2019.2 support Pro 2.4.x. You mentioned the license manager was installed on a different domain. Is it possible there is a machine in your domain with the same name? Ping the hostname you pointed to in ArcGIS Pro. Then go to the machine where the license manager was installed and compare the ip address of the machine. Make sure you're pointing to the correct system.

Ed, You should get a messaged indicating you're not licensed for that license level. Try ArcCatalog. It should display the same message. If it does and ArcMap does not, reset ArcMap setting by renaming Normal.mxt in C:\Users\<localuser>\AppData\Roaming\Esri\Desktop10.7\ArcMap.

Darren, You should see something like the image below when starting ArcGIS Administrator. Remember you will need to log in with Administrative rights to the system to make changes to the ArcGIS Administrator. If you still don't see the "Repair" option as you've mentioned, you must manually remove the existing corrupt license. To do so, open the Windows Explorer and go to C:\ProgramData. Renamed FLEXnet. A new start of the ArcGIS Administrator will create a new default FLEXnet folder. This will get ArcMap back to it's initial state. However, you still must authorize the software since the license was corrupt and removed. Go to MyEsri > Recover lost licenses to get a new entitlement. Proceed to authorize the software using your new entitlement. If you're not comfortable with the workflow, I suggest you contact Esri Support to have an analyst go through it with you.

Scott, Is the license manager and Desktop on the same machine? I'm guessing they're on separate machines. If so, you need to determine where the issue lies, license manager, Desktop or the network in between. 1. License Manager - can other machines with ArcMap point to the license manager and use the license? If yes, you're good. If no, go start the ArcGIS License Server Administrator > Availability folder. It should list the Total number of licenses and how many are available. 2. ArcGIS Desktop - Are you able to point to any other license manager if possible. If you can, nothing wrong with ArcMap or the system. 3. Network - If you can ping the license manager server, you're at least on the same network. Check the firewall on the license manager server and the client machine. If you have the Windows firewall activated on either machine, try disabling it. Let me know if this solves the problem. If the firewall is the issue and it needs to be activated, there is a KB to help configure it to work with a firewall. Let me know if this is the case.
