@rauwaeCINBELL @SailiTang1 Just came across your post. I'm glad you were able to figure out your licensing situation. I noticed you mentioned the license manager log file displaying error message, 'UNSUPPORTED: indexserver'. This is a bug with the software. It does not affect the license manager or ArcGIS Pro. It's only inconvenience is that is create unnecessary entries in the file, causing it to grow over time. We just provided a fix for this issue in the next release of ArcGIS Pro 2.9.

1. Go the Portal admin and verify the license manager indicated is indeed VPS01. 2. Configure the ports through the firewall. Keep in mind there are two ports, 27000 for lmgrd and another port you must specify in the service.txt file for the license manager. The client machine where Pro was installed must communicate to the license manager machine through these ports. There are advantages and disadvantages to each licensing type. The main advantage of concurrent use (CU)-single point of managing licenses, 1 license can be use by multiple users (one at a time). Users can select/deselect core and extension licenses. Disadvantage-once a license is consumed, no one can start the application without additional licenses. Must be on the same network as the license manager. Main advantage of named user (NU)-user will always have a license assigned. User can use Pro on up to 3 machines at the same time. Only requires Internet access when using NU license through AGOL. The main disadvantage of the named user licensing option is that the organization must have equal or more licenses than users assigned. In your situation, I don't see much benefit to retaining a named user license. You have to maintain the license manager for concurrent use and the licensing portal for named user. It make sense to convert them all to concurrent use. From a user's perspective, there is no difference in functionality. The user can use the tool if licenses with wither concurrent or named user licenses.

It's safe to say the issue is not with ArcGIS Enterprise. It's specific to the license manager. The service thinks the host ID doesn't match the one defined in the license file, but that is not the case, the host ID listed in the log is identical to the one in the license file. That is odd and the first time I've heard about it. You mentioned about upgrading the license manager. What version of the license manager did you had installed and what version did you upgrade to? While we're asking, what is the Portal for ArcGIS version?

I don't think it's the provisioning file that has the limitation. You should be able to use the provisioning file as many times as you wish. However, you may have reached the maximum number of license for one or more feature you're attempting to authorize. For example, if you have 3 Desktop Advanced license, you can authorize it 3 times. Additional attempts will fail.

Sounds like something corrupt the offline license and left Pro in a funky state. It will have to be manually corrected. 1. Contact Esri Technical Support. The analyst can provide help to manually remove the offline license from the system so Pro can start in it's default mode. 2. AGOL will still think the user is in offline mode. The analyst will need to contact Customer Service to have a representative reset the account so it can be reused to log back into Pro.

Because you're updating the licenses and not adding new ones, deauthorize the current licenses and authorize with the new license file. It should take about a minute or two to do so.

Before we can go further, it's important to determine which licensing option was being used in both environment. Based on the description above, it leaning toward Josh's assumption that Pro is using a Named User licensing option from on-premise portal as opposed to AGOL. Verify by doing the following to make sure we're on the same page: 1. Working environment - Start Pro and go to Setting>Licensing tab. If using a Named User licensing option, it should list the portal URL in the Settings section. You can also click on the "Configure your licensing option" to get to the Configure Authorization license dialogue. Verify the License Type is set to Named User License. Which portal is selected, ArcGIS Online or ArcGIS Enterprise? 2. Failed environment - Start Pro to the login dialogue. Click on the Configure Licensing option to get to the Configure Authorization dialogue. Again verify the setting is the same as the working environment. If you are using Named User from ArcGIS Enterprise like Josh mentioned, I can provide further suggestions on how to configure the license manager to work with the firewall.

The scenario you mentioned cannot happen because the system will not allow you to delete a member if it has taken a license offline. An attempt in such a case will trigger a pop-up message indicating the message.

I'm afraid there is not much you can do to the license or account when it has taken the license offline. You will need to contact Esri Customer Service to have a representative manually clear the account of the offline license.

Changing the IP Address on the license manager server will corrupt the authorized licenses. I suggest the admin deauthorize all licenses on the license manager. Then change the IP Address. Once completed, the admin can authorize the licenses back. If you're not confident with the process, I suggest you contact Esri Technical Support. An analyst can walk you through the process.
