Omur, Go to the ArcGIS Administrator. Check the Machine ID. It should list your MAC Adress, Host Name, IP Address, Domain and at least two UMN id's. If you only see one or if any feature mentioned was not identified, reinstall ArcGIS Desktop. If this is not the case, I would suggest you contact Technical Support. This could require deep troubleshooting.

Shane, ArcMap and ArcGIS Pro are separate applications as you've mentioned and require separate licenses. ArcMap core and/or extension licenses cannot be use for ArcGIS Pro and vice versa. With that said, you can either use the ArcGIS Administrator for ArcMap or the Software Authorization Wizard in ArcGIS Pro to authorize either licenses because both use the same authorization engine. If you go to deauthorize your single use licenses from either application, you will notice features listed for ArcMap (e.g. 3D Analyst, Production Mapping, etc) and ArcGIS Pro (3D Analyst Pro, Production Mapping Pro, etc). In your case, You've repeated authorized Production Mapping for ArcMap which is why it list it in ArcGIS Administrator and not in ArcGIS Pro. You will need a separate authorization code or provisioning file for Production Mapping for ArcGIS Pro. Hope this clears up and confusion.

Andrew, You requested a tool that will retrieve lost licenses from a remote system. We do not have such a tool. ArcGIS Administrator is one of the application installed with ArcGIS Desktop. It is the application used to authorize licenses to be able to use the applications. It is also the tool to deauthorize the license to remove it from the system. You can then install and authorize ArcGIS Desktop on another system. In a situation where the systems was lost, stolen, crash, etc, you cannot remove the auhtorized license because you no longer have access to the ArcGIS Administrator. In such a situation, you must contact Esri Support or go to MyEsri as mentioned in the Note section of the article Luba sent:

Mody, Thanks for bring this up. We are aware of the situation. As you are aware, ArcGIS Administrator is used to connect to the license manager and display all available licenses for ArcGIS Desktop. For ArcGIS Pro we move that function within within the application so user can toggle back and forth. Because of the change, the process for connecting and retrieving licenses changed as well. We have improved the response time at the next version, ArcGIS Pro 2.3 but not as responsive as ArcMap still. We have an issue internally improve this even further in the future.

Andrew, Single Use licenses are authorized on the individual system which can then be deauthorize on the system as Luba mentioned. However it cannot be done if you no longer have access to the system. If you installed and authorized a license on a student's system and he/she takes it home, the license goes along with it. There is no tool to manually retrieve that license. This is a limitation of Single Use licensing option. For your situation, you may want to consider using the Concurrent Use Licensing option. In this model, you install a license manager which will host all your licenses. Another system with ArcGIS Desktop or ArcGIS Pro can point to the license manager for the licenses. This way, the administrator can manage all licenses on the license manager. But all client machines must be on the network to connect to the license manager. If a user need to take the license off the network, this is possible as well. The machine with the user application can connect to the license manage and borrow a license. Once borrowed, the user can run the application using the borrowed licenses. As an administrator, you can set a time limitation on the license manager to limit the number of days the borrowed license will be active. When the expiration date is reached, the licenses will be returned back to the license manager. The following link provide information concerning the licensing option: ArcGIS Desktop licensing—ArcGIS Pro | ArcGIS Desktop

Hamish, I don't have enough information to determine exactly what is happening or what part of the service.txt file was edited. But now that you have more understanding of how the license manager work, I can only suggest the following: 1. Get a fresh start. Remove the license manager. Remove the existing license manager installation directory. This is to assure the service.txt was removed. Reinstall the license manager to get a fresh service.txt. Add "port" to the file at this point and try to restart the license manager. If it starts, continue to authorize the ArcGIS Pro Named User licenses. If it does not start, consider case 2. 2. Server is preventing the system from using the port designated for arcgis.exe. Your system administrator can check the port for you. Those are the two factors I that comes to mind.

Hamish, I am glad you were able to get this up and running. Here are answers to your question: 1. The ArcGIS License Manager uses two separate process, lmgrd.exe and arcgis.exe. By default lmgrd.exe uses port 27000 and arcgis.exe uses any random open port. These ports must be open for the client application to communicate. Because arcgis.exe uses any random port, you have to lock it down to a specific port. Port 1234 was an example. You may want to choose another open port. Most people use port 27000 - 27009 because these ports were reserved. Once locked down, your must open these ports through your firewall. 2. Routing your internal hostname to an external name is done by your system or network administrator. 3. The step to configure Portal to work with Pro licensing is documented in the following site. It provides a step-by-step instruction. Configure ArcGIS Pro licenses—Portal for ArcGIS (10.6) | ArcGIS Enterprise Let me know if you have any question.

Omar, I am not familiar with your school's contract but there is site license where one authorization code can authorize up to x number of licenses. This way you can install and authorize the application silently. As for the license itself, contact Esri's Customer Service or Account Manager to discuss your options.

Muhammad, There's not much information to go by but I am assuming you're getting this error when attempting to start ArcMap. If so, there are two factors we need to consider. Go to the machine where the license manager was installed. Start the ArcGIS License Server Administrator and go to the Available folder. Make sure it's up and running and the licenses are available. Also, notice the hostname of the machine in parenthesis after ArcGIS. Go to the client machine and start the ArcGIS Administrator from the Start Menu. Click on the Desktop folder. Select your license level and then provide the hostname of the license manager server. Click Apply and then Availability folder to verify you have a valid license. Also, I noticed the license path in the screen shot you provide had 27000@ip address. If this is not the ip address listed in the ArcGIS Administrator, you probably have an environment variable pointing to an IP Address. Go to the Environment Variables and remove ESRI_LICENSE_FILE or ARCGIS_LICENSE_FILE. If you must use the environment variable over the ArcGIS Administrator, make sure it's pointing to the correct license manager. Ping the hostname of the license manager verify the ip address is the same as the one you have in the environment variable. It is possible it pointing to a different license manager.

Todd, Based on the image you provided, the ArcGIS Administrator is currently set to use the Desktop Standard license. Go back to the ArcGIS Administrator the click on the Desktop folder. Make sure the radial button is selected for Advanced (ArcInfo) Concurrent Use. Then click Apply. Go to the Availability folder and confirm you have Desktop Advanced listed. If so, you can close ArcGIS Administrator and start ArcMap or ArcCatalog. Let me know if this is not the issue. We will need more information about the license manager and ArcGIS Administrator on each machine.

Brad, Do you have Pro installed on any other machine? If so, can you see point to license manager and verify if it display the same result. Let's determine if the issue resides on the license manager side or the client side. This way, we can at least know where to focus our attention.

As Ziwei Li pointed out, make sure the license manager is started and licenses available. I would also verify the license manager version. As a reminder, its always better to upgrade the license manager to the latest version because it is backward compatible.

I see. It's unfortunate to hear that's how analyst handle the cases. Analyst should create a case anytime during the conversation and clients should have a case # before hanging up. As for your issue, can you go back to the Availability folder in the ArcGIS License Server Administrator. click on the drop-down menu from Concurrent to Named User. Do you have Pro named user licenses and/or Drone2Map? If you have Pro Named User licenses, go ahead and reauthorize them with the .lic file now that you've upgraded your license manager.
