I believe you are on the right track and kudos on using Locate Features Along Route GP in your workflow. Note that you may use the Locate Features Along Route GP on a point or linear feature (road segments). Processing linear feature will produce a table with attributes FMEAS (from measure) and TMEAS (to measure). All records with spatial coincidence with the road routes are processed , including overlaps. You may then use Make Route Event Layer

This a good topic! Here are some additional functionality unlocked by modelling Line Network Maintains measure across routes with discontinuities in measure and restrict change in measures downstream of the affected area. Model events that span routes. Route editing across routes that belong to the same line. Model and maintain derived network ID and derived measures on Event records. Persisting these attributes help with reporting and quick lookup of continuous measures.

Since, Portal is accessible from browser - site is allowed/white listed. Use a tool like fiddler to track web traffic, identify blockage and allow for the portal connection (log Esri Support ticket if needed). Contact your IT Security admin as there are granular configuration settings/Group Policy settings for Windows hardening that may need to be tweaked.

ArcGIS Location Referencing tools will allow capture of Events, inline with the route. You can get creative and symbolize the feature showing the offset using the perpendicular distance. Alternately, maintain the original location and a point snapped to the route. The snapped point will be managed as the LRS event and could be related to the offset point.

It's simply another option to locate events in addition to the most common methods of route and measure coordinates The Event referent fields must be present in Events data model—ArcGIS Pro | Documentation Enable Referent Fields You are then ready to capture new Events using the offset method in Event Editor.

@Bud That's a start but you should really target the Recommended specs and tweak some of the parameters as noted in Troubleshooting Performance Issues in ArcGIS Pro Supplementary info: If you want to fine tune the laptop specs, start with the type of GIS work you will be performing. For e.g. Basic data collection, editing, analysis Medium to heavy geoprocessing, data processing Data types that will be used vector vs raster/imagery, 2D vs 3D will all data be local on machine or will it be distributed Total volume of data you will use Based on the above criteria, you may want to up the RAM to 16 GB if you will be performing more analytics. If using more 3D, rasters, recommend high end graphics card, more GPU Data volume will guide the storage - always add 20% buffer
