Ethan Duke Sorry for late reply. Was busy to get a fix for this issue. The update of ArcGIS Online with this fix is just released. I tried the map you shared and it looks good to me. Can you try and see if it works for you? Thank you for sharing the map. It helps us to narrow down the issue.

I don't think it is due to imagery with labels basemap. It downloads fine. Can you share your map to a group and invite the account Collector4ArcGIS into it? It could help us determine if it is service specific.

The fix is released. Steven Cotterill I am not sure if it impacts downloading file geodatabase. Since the fix is released, you can try and see.

Originally we had a known issue that the layer was configured with attachment and it was empty, it would have download issue. We just released a fix to the issue. You do NOT need the workaround now.

Tomorrow morning we will release a fix for this. As a temp workaround before tomorrow's fix, you can add a dummy record with attachment to the layer, it should address this download issue.

We have one known issue that the layer is configured with attachment and it is empty, it will have download issue. Tomorrow morning we will release a fix for this.
