The service is at your ArcGIS Server. I don't have access to it. You can add the service as an item and store credential (proxy) and create a separate map and share to this group. Or you share your map package to the group.

First, you should check if Dell has firmware update about GPS sensor. Sometimes they will have firmware update to output their location to location sensor besides NMEA only. Otherwise using GPSDirect and create a location sensor.

Can you check if the certificate for SSL is valid? Since 17.0.3/17.0.4 release, the change was made to not allow self-signed/untrusted certs due to security concerns that could expose customers to various type of attacks.
