We have seen 0 altitude before at iOS. But it happens randomly and it recovers soon. I don't remember ArcGIS Explorer has the capability to turn all the layers on or off. One way is to create a group layer and put associated layers as a group. This can help the workflow. You can also add this into idea page.  ... View more
