You might be able to get that functionality out of workforce. Hannah, If you know where the boundaries are (assuming there are not a lot of features) you could create a layer on AGOL and draw it yourself. You would not have the pdf online to reference though.  ... View more

rscheitlin,  I am using the launchpad theme. The popup does not display any information in the popup panel on mobile devices.  You can view the affect in chrome if you turn on the mobile view or look at it on your phone.
