The implementation for file geodatabase is very similar to enterprise. You can follow most of the steps in Create a water utility network—Get Started | ArcGIS Solutions for Water . Instead of creating an enterprise geodatabase and user, you would just create an empty file geodatabase. No, the requirement is only on associations. Rules (schema) are validated before associations (data), so you should be good there. You are correct, associations are not validated when only loading schema. Data validation is an expensive process, so it only occurs if needed.

untools 2.5.0.1 isn't publicly released. See https://anaconda.org/esri/untools/files If you are accessing solutionsdev, I'm not sure why that wouldn't work either. But by default, Pro doesn't read from there. For debugging, the best bet is to open a python command prompt and run: conda install -c esri untools --verbose

Because Pro 2.4 and Pro 2.5 create a release 3 UN, you can create your UN with Pro 2.4, apply the asset package with Pro 2.5 (which is really needed for untools 2.5), and then enable/publish with Pro 2.4.
