The Unknown/Unknown Asset Group/Asset Type (by design) is always an error feature. Adding a rule doesn't matter here, and is likely a bug that the tool allowed you to even add it. The error inspector doesn't currently work with the Utility Network. Error feature management—ArcGIS Pro | Documentation is a good starting place for learning more about errors and how to fix them.

Your workflow is correct for applying multiple domain networks to the same UN. Each model has a collection of inline network attributes. The UN only supports a limited number of these. Without modification, you cannot combine all of these domain networks in the same UN. Looking at Water, you should remove this domain entry from the B_NetworkAttribute table and then apply the asset package:

Does the UN you are applying to already have network attributes? There is a limited amount of bits available for inline network attributes, so this error is stopping you from overflow. Network attributes—ArcGIS Pro | Documentation Has some more information.

That's the only domain that was not assigned? There could be something conflicting with the field definition and default values. If apply asset package always fails to assign this domain, then I'd like to take a closer look at the schema. At Pro 2.6, we've fixed the error message on enable and you'll now get something like: ERROR 003077: All network feature classes must have attribute domains assigned on the Asset type field for each subtype (Asset group). [ElectricDistributionDevice - test] Failed to execute (EnableNetworkTopology).

Yes, that will work assuming there is no duplicate data. The asset package requires you to disable topology, which might be a good idea if you are loading a large amount of data anyways. But the AssetPackage is probably a bit overkill for this workflow since you are really just loading data and not changing schema. I'd recommend just using the core Append/Import Associations/Import Subnetwork Controllers GP tools.

You can disable the rule from a GP tool or design view. Ideally though, if you want to override what the rule is setting, you'd check if there is a value in the field before writing a value to it.

You don't need to deploy/publish your UN to access the asset package or editor map. You can download directly if you need to. Frequently asked questions—Get Started | ArcGIS Solutions for Electric You can either migrate your data into the asset package before applying it to your UN or migrate into the UN classes after configuring the schema. I would suggest the former though.

The Export Subnetwork tool is used to export information about a subnetwork into a JSON file. That information can then be consumed by outside systems such as outage management and asset tracking programs. If you have worked with the information in the JSON file, you may have noticed that the Subtypes (Asset Groups) and values of fields with domains are codes and not descriptions. We have created a toolbox that will enhance this JSON file by either replacing the codes with descriptions or injecting new keys with the descriptions. Download the toolbox here. The first tool, Create Lookup File, reads the utility network and all sources to build a mapping file that contains codes and descriptions. The lookup file needs to be regenerated on schema changes (eg adding an asset group, asset type, network attribute or modifying coded value domains). The second tool, Lookup Subnetwork Codes, takes the lookup file from the first tool and any number of JSON files from Export Subnetwork. New keys are added to represent the descriptions.
