That is the dataset ID (DSID) of the utility network. It is used so that domains will not be shared across multiple utility networks (if you have that in your geodatabase).

You can't add the first tier when you already have data. From the help Add Tier—Utility Network Toolbox | Documentation : Tiers should be added before appending data in the utility network feature classes. If data is appended prior to adding a new tier, an error will occur.

I was successful in loading Sewer 3.1 with Pro 2.5.1 and untools 2.5.1 If you can, upgrade your Pro and try that. If it's still failing, then you should probably reach out to support. I'm not sure what might be causing this error...

Hi Heather, Can you confirm which version of untools you have (it should be printed at the top of the GP messages)? The Utility Network works on file geodatabase. You can use Asset Package to File Geodatabase—Tool Reference | ArcGIS Solutions to quickly get started.
