Regarding 1, it is not recommended to register as versioned before applying the asset package. With that being said, that is a legitimate bug I will log because it is a runtime error message. Regarding 2, that is a validation error message and is by design. There are certain operations than cannot be performed on protected default, so the entire operation is blocked up front.

I believe they are unrelated. It looks like you are applying to a UN that already has tiers? If so, then that error is expected because the tiers are shifted down because you deselected transmission but then your UN requires the ranks be shifted up.

A dirty area in a utility network schema 4 can represent multiple error conditions. A schema 3 utility network had a 1:1 representation between number of errors and number of dirty areas. In order to represent multiple errors on a single feature, the codes as a power of 2 are summed and stored in the error code field. The error message field you see in your screenshot is still used when there are dynamic error messages (eg, a rule ID or network attribute name)

The target schema/subtype sheets are not used (they are provided as reference) during translation. All that is required is to add the new target field to the mapping sheet. Same thing with domains, you don't have to add it to the domain workbook. But it is good practice to keep them in sync.
