Hi Jamal If you lost your internet connection. You will be lost displaying your services by ArcGIS Java Script but you still can displaying the services by using ArcMap (Locally). Note that the connection must be localhost or the machine name.

Hi Mody As I understand from you that the maximum response time will not exceed one second for displaying service, but I monitor my services by statistics tool and I found that the maximum response time for some services is more than that, please see screenshot below that show the response time is about 30 second for my service. Hi Jamal, You need to make server federation if you want to publish service into Portal for ArcGIS. Portal for ArcGIS is not a server, it is an environment that contain your services. I think here there is no any added value if ArcGIS server and ArcMap achieve your work. Please note that ArcGIS pro and portal for ArcGIS will help you if you want to publish 3D web scenes.

Dear Calvin Harmin Try the tool in the link below that posted by ahmed saleh, this tool will transfer the feature class from mdf to gdb, but you have to note that sde name is as same as gdb name. If you want to publish your services from ArcGIS Pro to ArcGIS Server, you need to federate your ArcGIS portal with ArcGIS server, in this case any published services to the ArcGIS portal will be hosted on the ArcGIS Server.
