What kind of a geodatabase are you working with? (.gdb, .mdb. sde) I assume the geodatabase that is giving the issue was created using the same version? Does it allow you to view the contents inside the geodatabase? Have you tried accessing the geodatabase using a different user profile on the same machine? Is there any specific reason as to why you are migrating the data locally into a gdb? Also, once the edits are made how do you bring them back to Oracle? I mean why not directly use Oracle DB for publishing the service? You can simply register the database and start publishing from Oracle. I have a similar setup with me. You can check the status of the Publishing tool by logging into the ArcGIS Server Manager, Service Tab > System. It should be started for the server to publish any service. The data that you are adding to the map document is sourced from a file geodatabase or Oracle 12c. (I am not clear on what you mentioned in your response. Are you migrating feature classes from Oracle 12c to a file geodatabase?) You are basically trying to give a feature service, with all Add, Delete, Update, Sync and Extract capabilities.
