Update - I figured it out. I submitted a help request to Esri, and they tested my code and it worked in their environment. So then I tried to drill deeper into possible issues other than the code itself. I eventually discovered that on our DMZ servers, the account that is running the script (i.e. the account being used to run software like IDLE, Command Prompt, Pro, etc.) has to be the account that enters the credentials - used as an argument for the Server object - into Windows Credential Manager. We are using Keyring to get the credentials from Windows Credential Manager in order to avoid hard-coding them in the script, which would be a security risk. The account I need to use to run the script is different from the account whose credentials have to be passed into the Server object. I ran Command Prompt as the account used to run the script, and in Command Prompt I used Python keyring to set_password for the credentials to be called in the Server object. It seems that in our server environment, an account cannot access credentials that someone else (a different account) entered into Windows Credential Manager. Now the script is able to stop and start services! This issue will probably only apply to a miniscule number of people out there, but it would be cool if this could help at least one other person!

I think I figured it out. I haven't 100% tested this yet, but I believe the error resulted from the .aprx being Pro 3.0 while the machine I was running my script on had Pro 2.7, so it could not open or use the .aprx. I am going to upgrade that machine to Pro 3.0 sometime this week. Update: it worked!

Images in the inbox are now supported in version 3.13. Images will be downloaded when the form record is opened. You can also add a new image to an existing record. If you enable the multiline appearance in the image question, you will be able to add more than one photo. To answer your question, I use a concurrent use license, Standard license, with no special extensions unless I need them for a specific task. My problem (described in the original post) was because I had not connected to my organization's licensing in ArcGIS Pro. Whoops. So I was attempting to use Pro without any license.

@AllenDailey1 and @EllenLester1 I'm attempting to implement both of your solutions to allow users to visualize project locations (points) that occur within buildings, but I am still struggling to get a result that allows the users to select multiple building buttons and have the dashboard display all project results as long as they meet at least one criteria. I created a sql view that populates a "yes" value into fields (one field per building) when the building value is found within the Locations field (Building 1, Building 2, etc..). Then setup individual selectors for each building and configured the actions. Where I am getting hung up is when activating more than one button, it becomes exclusionary. For example many projects may only occur within Building 1, but in some cases some projects span across both Building 1 and Building 2. When selecting both Building 1 and Building 2, buttons, only results are shown for where that intersection occurs and Building 1 only, or Building 2 only projects are eliminated from display. The desired result would be for any projects that = yes for a building are displayed, regardless of the number of buildings they occur in. Essentially in need it to function as an OR not an AND. The more buttons that are activated the more project locations should be displayed, it should always add, and include projects as long as they meet at least one criteria. Any insight on how I can achieve this would be greatly appreciated.

I have solved my problem. For anyone who may be curious, here is the solution. It's very simple - I had to update Survey123 Connect to the newest version and then republish the survey. Then, survey users had to DELETE and download the survey again; simply refreshing the survey without deleting it was not effective. What happened was that we found out at the 2020 UC that in version 3.10 of S123, the "extensions" folder had to be named "scripts." We have a custom javascript function in this folder for this survey. So a few months ago, we changed the folder name and republished the survey. We had users refresh the survey (rather than fully deleting it and redownloading it). But we did not notice that we were using version 3.5 of Survey123 Connect. (On that note, I have posted and commented in a couple of "Ideas" in the Esri Community to have the app actually give you some indication that a new version is available!!! That would have prevented this whole big ordeal that took several staff members multiple weeks to figure out.) So, version 3.5 of Survey123 Connect did not publish our scripts folder. Anyone who newly downloaded the survey after that date did not get the scripts folder, or actually any of the other changes we made to the survey. That is why this one user had the problem - she was the only one to download the survey (rather than refresh an existing survey) during this time. Actually, there was also another user who also newly downloaded the survey, and he had the same problem, but he never told us about it, so we didn't know about that until after a ton of digging. The other users, who previously had the survey and merely refreshed it after we did our survey edits, actually retained the extensions folder with the javascript file, so that file continued to work for them, weirdly. So our solution was to update Survey123 Connect, republish the survey, and ask survey users to DELETE and redownload the survey.

Thank you! Turns out we were able to find a folder of his backup files, even though we can't access his "real" files, and there was a copy of the script files. It included a .py file that seems to be the basis for most of the rest of it, so I have been working on editing it. You were right, he used QT Designer, I discovered, and there were a couple of .ui files in the folder we found; your hints were helpful! Thanks! Allen
