Chris, thanks again for you help and tips, especially the "Create a Service Area" with lines. This was a very important tool which allowed me to identifying errors in the geometric network. In building and testing the network I separately built topology on the dataset which did not identify any geometric errors (snapping, intersections covered by points). But the Network Dataset on the same features would not route to all road segments. Creating the Service Areas with lines generated allowed me to see all of the disconnected segments. Jennifer, I think an Esri employee might be more suited to answer that question but as I understand it the ArcGIS Online content is not available or accessible to create tile packages against. Through different licensing Esri makes Data and Maps for Server available which is essentially the data behind some of the AGOL content. You may want to explore that, it is possible to create tile packages off of content hosted on your local ArcGIS Server. Hope this helps and good luck!

Eric, if you choose to go with Collector this discussion is a pretty good read on a workflow to edit data which resides in SDE and is served as a Feature Service with ArcGIS Server. You still need a web map on ArcGIS Online to consume the data in Collector but this does overcome the issue of hosting your data on ArcGIS Online and synchronization back to your organization. Jennifer, Andy seems to have correctly provided the relevant links and information to taking Esri basemaps offline with the mobile Collector app. When I read your posts I'm wondering if your intent is take basemaps offline with ArcGIS Desktop or Pro? It's not a common workflow which is why I asked. Also, on a side note, but possibly relevant. Taking Esri basemap data offline with Collector has a file size limit of 5MB which you can overcome if you create tile packages of your own basemaps. Good luck,

Working with Esri I was able to identify the issue. My SDE geodatabase is at 10.0 which does not support the capabilities I am attempting. It is not a database (Oracle) or geometry type issue. My desktop and ArcGIS Server are at 10.2 but not SDE. I'm in discussions to upgrade the SDE which hopefully will occur next week. I'll revisit this post once upgraded and likely mark all of your responses as correct. Thanks again and next time I will be more diligent about all of my environment settings.

I think the Network Analyst Extension may be your best bet. The school should have a license, run through the help and do a few tutorials. The key is going to be what Network Dataset you use, Navteq has a great network dataset that is multimodal (route using different modes of transportation car, bus, walk, etc) or you can also use StreetMap Premium but neither of these are free. However, schools often have licenses so ask your instructor/professor what Street network dataset the school has licenses for and go with that. Good luck!

If you move forward with Web AppBuilder you may want more widgets/tools than what is out of the box. Also, a great group to join is the Web AppBuilder Custom Widgets, posting discussions to this groups page will generally get the responses and answers you need for all things related to Web AppBuilder. Ian, thank you for the helpful reply. Though, the method suggested on stack exchange doesn't align exactly with my final product. I'll test it out but it appears that it will place vertices at every line intersection. I do want vertices at line intersections but not all line intersection, for instance lines cross each other at overpasses. Thanks again and hopefully the topology rules have a viable solution.

Does anyone know of a tool or script which will insert a vertex into a line feature class given a point feature class? My scenario is that I am appending new data to an existing network (Network Analyst/Dataset). One of the properties of my network is that where lines intersect, there must be a junction point, and all of the lines which take place in the intersection must have a vertex coincident with the junction point. I have the junctions as points and I have the lines but I don't have a method for inserting a vertex in a line given a point. I attempted Split Line by Point but because it is a network it ruins the attribute properties of that line segment. For instance the line segment was 200 meters but after split it was two 100 meter segments with the original 200 meter attribute and a number of other cascading attribute issues. I would ideally like to keep the original line segment and only add new vertices. Any help is appreciated.

Tobias, my environment is ArcGIS Server 10.2.2, along with ArcGIS desktop 10.2.2, so I don't believe that shouldn't be the issue. I'm going to go ahead and post a ticket with Esri. I will revisit this discussion to document the issue/resolution once solved. Thanks again for the support!
