the construct from parent operation will always create a new parcel, ideally with the line split where you need it because the resulting lines run a different course than the parent parcel. if there is an easier way i haven't figured it out yet. you can't really split lines in a parcel fabric like you can with the split tool on the editor, you have to have a measurement/distance/radius. since the parcel fabric utilizes points, lines and polygons all at the same time to create the parcel. everything has to connect and close. another method i've used in the past when i don't have new measurements but existing parcels that work is create a new line feature class, add cogo fields (Adding COGO fields to a feature class—Help | ArcGIS for Desktop ), trace along my parcel, edit it as i need to (like in your case, split it using the basic tool), select the lines i need measurements for, then use the "update cogo attributes" on the COGO toolbar. the resulting attribute table will contain the measurements you're lacking for a new parcel, or at least an approximation thereof.

this isn't a perfect solution, but have you tried drawing out the new highway parcels and performing a parcel remainder operation on the neighboring parcels? edit: i reread your question and i would probably try drawing out the highway parcels, selecting the highway parcel and the neighboring parcel, then doing a "construct from parent" operation to separate out my road frontage from the neighboring parcels

yeah, for sure. if you're inputting exactly what's on your plat or survey, those shouldn't change! that's the whole point of a parcel fabric - to maintain the recorded measurements!

you know what? i kind of remember an adjustment for "accuracy" that can be run on parcel fabrics given enough control points. i've never used it because it warped my fabric the first time i tried it out. maybe they're running an adjustment and it's throwing off your bearing/distance?

that's really strange! could be that someone else in your department/office/whatever is working the same area by mistake? i've never seen bearings/distance change on their own. i'd try to ask the staff that handles the reconcile/post process about the problem you're having and maybe they can help figure it out. can you turn on editor tracking, or have some way of asking for that so you can make sure your work hasn't been tampered with?

the lines are typed fine, it is the actual parcel polygons that need to be typed as well. can you open the attribute table for the encumbrance layer and screen shot that?

can you share some screen shots? you could easily be seeing radial lines that are system generated. if you're not seeing your polygons, they might not be typed correctly. in the LGIM you have to specify what "type" they are, and there's a spot in the attribute table for that. ie, subdivisions are type 5, lots & ROWs are type 6, tax parcels are type 7, etc

okay let's start with reviewing this help document, this is where i started when i started preparing to use a parcel fabric: Step 1: Set up the parcel fabric data model—Help | ArcGIS Desktop i read through the entire help file on parcel fabrics to familiarize myself with how everything works before i started working in the fabric. the fabric editor is a lot different than working with regular feature classes so i understand how confusing it is. you put your regular feature classes - your polygons and matching line feature classes - in a topology. not parcels that already exist in a parcel fabric. this link will go over the rules you need for your feature classes: Load data to a parcel fabric—Help | ArcGIS for Desktop

what exactly are you trying to accomplish? i've never really needed to enforce an additional topology with my parcel fabric so maybe knowing what you want to accomplish overall would be helpful in figuring out a plan.
