I would advise you to wait for the validation and repair tool, however if you are certain that the patch was not installed, then you should be able to upgrade. Please make sure to create a snapshot of your deployment before upgrading.

@RyanUthoff WebGISDR is not affected by this patch. This is a possible method of recovery however, I will caution you to wait until the new version of the Portal for ArcGIS Enterprise Sites Security patch is made available for your version of ArcGIS Enterprise before proceeding.

Hello Ryan, I can confirm that we have three separate issues so that we can track impact across different versions of ArcGIS Enterprise. We will be re-deploying the patch along with additional tooling for each affected version of ArcGIS Enterprise. More information to come!

The instructions are to run the repair tool, the install the new version of the patch. This is also something we are aware of and are trying to work through. Bottom line, if "Portal for ArcGIS Enterprise Sites Security Patch" is present in patch finder at those versions, your system may be affected.
