You can flash a part of a selected multipart feature from either the Attributes pane Geometry tab or Edit Vertices with the following steps: 1. Right click on a vertex in the part you want to flash 2. in the Part pull right, choose Select All 3. right click again over any selected vertex and choose Flash

Here is the link to the help: https://pro.arcgis.com/en/pro-app/latest/get-started/administrator-settings-list.htm The Editing setting is called: RequireExplicitStartEditing The setting for Single Workspace or Multiple Workspace editing will be locked as well. So, before adding the Administrator option, the Administrator should verify the choice in the Editor Options in ArcGIS Pro (for each individual machine where ArcGIS Pro is run) before locking it. The default option is Multiple Workspace. This is an ongoing effort and improvements will be made in a future release to remove the manual step for better user experience.

Reshape with Map Topology enabled, as shown in your screenshot, will reshape all coincident editable, visible features regardless of their workspace. With Reshape, you can use either Features or Edges tabs. Other tools that honor Map Topology include Edit Vertices, Move, Align Edge, and more. Reshape, even with the No Topology option, can be used to update the shape of multiple features across layers and workspaces so long as they are editable and visible.

I have elaborated on the steps here: 1. With the Select tool active, interactively select the annotation features in the map (alternatively, highlight rows in table) 2. In the Attribute pane, highlight the annotation layer name in the treeview for bulk editing 3. Update the attributes and apply the edit 4. Do not clear the selected annotation features by clicking Clear Selection on the tab or some other way 5. With the Select tool active, update annotation selection by interactively selecting features in the map (or highlight rows in table). This will update the selection list of features in the Attribute pane treeview and will keep the annotation layer name highlighted from step 2 for quick bulk editing. If you clear the annotation selection, the Attribute pane treeview will default back to highlighting the first feature identifier in the list of selected annotation features. Hopefully this helps clarify. If not, I will work on a video.
