In ArcMap, we can rotate and edit the individual parts of a multi-part annotation any way we want. In ArcGIS Pro 2.3.2 I seem to only be able to move the individual parts but not rotate or otherwise edit. This makes for very limited precise placing options.
Am I missing something?
Also, we all know Pro is unbearably slow but working with annotations I think takes the award for the absolute worst performance hands down. Going occasionally back to ArcMap almost brings me to tears it is so fast and stable.
I'm too a bit dumbstruck by the inherent limitations of Pro in terms of producing cartographic output.
Absolutely love things like the ability of have multiple layouts and other functionality, but there are so many things that prevent me from making the leap permanently from ArcMap to Pro. Editing annotation is a huge one as it is often something I'm doing all day for weeks on end.
The inability to rotate or edit curvature on part of multipart annotation is an absolute deal-breaker for me. It sounds funny to be hung up on a seemingly minor thing, but when it occupies so much of your day and the new software doesn't replicate what the old one did, it's just very frustrating.
I'd very interested to hear from any esri staff as to if this issue has been logged and if we can expect it in subsequent versions.

Given the functionality seems to be there in Pro but greyed out, it may well actually be a bug. Nevertheless, I've created a request in Ideas: https://community.esri.com/ideas/17275
With the Edit Vertices tool, you will be able to modify the parts of a multi-part annotation- including rotation and changing segment types.
Additional multi-part editing capabilities in the Annotation edit tool are not yet available.
