That's them. Sorry to be terse - it's early in Redlands! The licensing tool has a parameter to set blocking of data export. These tools grew out of software Esri built to license data products back when everything shipped on media.

Standard and Advanced Desktop users can create a licensed file geodatabase and associated license file that blocks the export of vector data from Desktop applications. This should be backed up with an agreement. See the Data Management/File Geodatabase toolset.

Hi Once you have sensible output from Export Metadata you could try the Data Interoperability extension to create CSV. A free trial is available. You will probably need to inspect the structure of the XML to get the paths right. If you need help ask your account manager to assist.

Thanks for the idea Larry. One issue in implementing this is that geocoding can be disconnected from map scale; one approach you could take is making sure to supply a reference data ID field when creating a locator and setting the property to return it, then using the ID to retrieve a 2D feature from a feature service by querying the ID.

Hi Cyrus Your Python environments are getting confused. It looks like you are using Pro 1.3 to create an ETL tool with a referenced FMW file. Try setting your Tools>FME Options>Translation python interpreter to what Pro uses: C:\Program Files\ArcGIS\Pro\bin\Python\envs\arcgispro-py3\python34.dll If that fails try the other interpreter options. If you can't get it to work please log a bug. I get a very tall building out from your data :-).
