How large is your table of records to geocode?  I know you are unable to use batch geocoding because of your use of a public account, but that process does use credits and if it's a large table you can use up a lot of credits.  Also if it's a process that needs to occur on a regular basis, you would use even more credits up, so creating your own address locator/geocode service would save you credits (money) there as well.  I'm glad you were able to find data to be able to create your own locator. Here is a screenshot of what the parameters looked like for an Excel table I created where I reformatted some of your data.  I added the Street field to a field I called Address 1, City to a City field, State to a State field and Zip to a Zip Code field. I had 3 addresses from my area in southeast PA plus 2 records from your data in Pittsburgh.  I was able to successfully geocode all the addresses with the ArcGIS World Geocode Service in ArcMap. ...
