Hello,
I have created an advanced survey 123 form using Connect, and published and shared it publicly using Enterprise, however it is requiring that users sign in. everything is shared publicly, including the feature layer and the web map. I have verified the sharing setting in Survey123 website and republished, however I am still encountering the same issue. Is there another way to resolve this?
Solved! Go to Solution.
There are some AGOL Organizations settings also.

Hi Doug,
Thank you. The survey form is currently shared on Enterprise and not on AGOL. I have looked at the solutions posted above, and they are not assisting with the issue. I have public sharing rights; everything works fine except for the login pop up for the public. Is there perhaps another solution for this?
Oh I see you are using Enterprise now. Is this Enterprise service behind a firewall?
Could also be a basemap issue as seen here https://community.esri.com/t5/arcgis-survey123-questions/public-survey-is-requesting-a-sign-in-porta... That is a good guess.
Check https://doc.arcgis.com/en/survey123/get-started/survey123withenterprise.htm Seeing others having the issue https://community.esri.com/t5/arcgis-survey123-questions/public-survey123-form-prompts-login/td-p/12... https://community.esri.com/t5/arcgis-survey123-questions/why-does-survey-public-web-form-require-sig...
Hope its one of those
