Has anyone else having issues with ArcGIS Enterprise Portal 11.5 not completely loading maps or data in Experience Builder, Instant Apps, or Web Editor? We are having to clear out the browser cache and site cookie each time it happens and sometimes even that does not work. When that happens we have to open the browser's dev tools and turn on the disable cache setting to get the content to load. We have also tried using incognito mode and I think the content has loaded every time.

We are seeing things like Instant Apps stuck with spinning circles, Experience Builder loading everything but the operational layers, Experience Builder loading everything but the basemap, Experience Builder showing HTML text across the app instead of the widget container, or Web Editor loading the UI but no map. Oddly enough opening the maps behind those apps in Map Viewer works every time without any issues.

I do not know if it is a coincidence that it started after upgrading from 11.4 to 11.5. Chromium-based web browsers seem to have more trouble, but even Firefox is not always loading the content. I did open a support ticket with Esri, but they closed it saying it was a web browser issue and not an Esri issue. So now I am curious if others are having issues with this.

Thank you for bringing this to our attention. We are aware of this issue and are actively working on it as a high priority. Defect number BUG-000177808 has been logged for this specific issue.

BUG-000177808: Web applications such as ArcGIS Sites and ArcGIS dashboards intermittently fail to load UI elements with an error in the browser console 'ERROR: ChunkLoadError: Loading chunk xxxx failed.' due to JavaScript chunk files getting cached on the local disk cache as empty files.

We appreciate your patience while we address this matter. If you are encountering this issue, please submit a case with Technical Support.

I followed up with our local ESRI support after seeing the fix at 12. They mentioned that a software patch named Portal for ArcGIS 11.5 Web Applications Patch will be released soon to resolve this defect.

With preliminary fix the change to the XML, we made a backup of the file in another location and replaced the contents as per the attached screen shot. We've been told that we need to back out this change when the Portal for ArcGIS 11.5 Web Applications Patch is rolled out.

I'd prefer ESRI support to provide the information given the potential risk of the preliminary fix and the impact the issue had in our environment. Therefore, elaborating without any warranty or liability.

Therefore, I'd strongly suggest that any changes are run past local ESRI support first, and if implemented in anyway, done so in a non-production environment first with thorough regression testing.

Yes! We are having the same issues and it has been challenging to try to troubleshoot. I haven't opened a ticket yet because it can be tricky to reliably reproduce. This started when we upgraded from 11.3 to 11.5.

The worst for us seems to be web maps in dashboards not loading. But we are also seeing the same symptoms you are, and if you open the developer console in the browser you will see lots of javascript errors.

Us too! We upgraded a couple weeks back from 11.3 to 11.5 and are seeing the same behaviour.

We are having intermittent issues with experience builder apps, dashboards, sites, and we've seen other issues with scene viewer.

When we are reviewing the browser console on a failure, we are seeing cached chunk errors, and viewing the chunk files which are erroring, they are blank which seems to be causing the issue with the apps.

Clearing the cache can help, but sometimes the re-cached files are blank too. We have seen the issue in both Edge and Chrome, both via a web adapter and bypassing via port 7443.

We've got a ticket open at the moment with ESRI Australia who have also escalated to ESRI Inc.

We've been working closely with ESRI Australia who have been able to reproduce the issue in both new and upgraded ArcGIS Enterprise environments.

From this ESRI Australia have logged the bug BUG-000177808 relating to the issue and the hotfix request HF-000006765 with a high priority.

I am also experiencing this. Updated from 11.2 to 11.5 last friday. Clearing the cache didn't do the trick for me reliably either. I have a ticket open with ESRI. So far Experience Builder, Some Dashboards are effected in both :7334 & webadaptor. I also noticed that I can not access ArcGIS Assistant on the updated server.

Will report with findings!

UPDATE: 07-09-25

The issues appears to be how Chrome is trying to retrieve a chunk file form the Portal for ArcGIS Installation. After attempting to use FIREFOX our organization was not experiencing the issue. I am still in talks with ESRI Support to fix this.

We are experiencing the issue with FireFox as well here. I have not found a web browser that is not affected in some way by whatever is going on. I have not tried Safari because I do not have access to an Apple device.

Just to respond here - y'all aren't alone. Similarly, having the exact same issues. I have a ticket out with ESRI on this too. Impacted by erratic behavior in Sites, Experience Builder, Dashboard, and Story Maps in particular. Edge is the primary culprit, but degradation on performance for apps is seen in Chrome. Firefox also shows some of the same issues.

Let me know if you all find a resolution to this issue with Esri Support. We are in the middle of dealing with a major flood aftermath here and I cannot work with Esri Support at the moment. We are doing incident response with ArcGIS Online because ArcGIS Enterprise 11.5 is so unreliable at this time.

We're experiencing these same issues after upgrading from 11.2 to 11.5 a couple weeks ago. It is occurring across all browsers. Clearing the cache and cookies help, but only temporarily.

I have an open ticket with Esri now.

Other weird things are happening for us too. Like our Enterprise Hub Site failing to load our app gallery. Esri said that might be related to this reported bug:

  • Enhancement number: BUG-000177808
  • Synopsis: Web applications such as ArcGIS Sites and ArcGIS dashboards intermittently fail to load UI elements with an error in the browser console 'ERROR: ChunkLoadError: Loading chunk xyzx failed.' due to JavaScript chunk files getting cached on the local disk cache as empty files.
  • Public Status: In Review

Yes, we're experiencing the app gallery intermittently not loading too on our Sites. When this is occurring on our environment, it's the same empty chunk file causing the problem.
