Has anyone else having issues with ArcGIS Enterprise Portal 11.5 not completely loading maps or data in Experience Builder, Instant Apps, or Web Editor? We are having to clear out the browser cache and site cookie each time it happens and sometimes even that does not work. When that happens we have to open the browser's dev tools and turn on the disable cache setting to get the content to load. We have also tried using incognito mode and I think the content has loaded every time.
We are seeing things like Instant Apps stuck with spinning circles, Experience Builder loading everything but the operational layers, Experience Builder loading everything but the basemap, Experience Builder showing HTML text across the app instead of the widget container, or Web Editor loading the UI but no map. Oddly enough opening the maps behind those apps in Map Viewer works every time without any issues.
I do not know if it is a coincidence that it started after upgrading from 11.4 to 11.5. Chromium-based web browsers seem to have more trouble, but even Firefox is not always loading the content. I did open a support ticket with Esri, but they closed it saying it was a web browser issue and not an Esri issue. So now I am curious if others are having issues with this.

Yes, I´m experiencing those issues as well in Firefox and Chrome. So far, I have been using Edge instead to access ArcGIS Enterprise apps (Dashboard, ExB, WebMaps), which seems to have a normal behaviour.
Just to add to this conversation... on the left, there is Firefox testing a code in arcade and getting an error. On the right, the exactly same webMap an arcade code working smoothly.
We are experiencing the same thing. Its been very frustrating I'm just glad to see it's not just us. I hope this case get escalated very quickly.

BUG-000177808: Web applications such as ArcGIS Sites and ArcGIS dashboards intermittently fail to load UI elements with an error in the browser console 'ERROR: ChunkLoadError: Loading chunk xxxx failed.' due to JavaScript chunk files getting cached on the local disk cache as empty files.

We are also experiencing this - we upgraded from 10.9.1 to 11.5 and are using Edge. It is hard to pin down the circumstances that cause it - but I have found that clearing browser data for at least the last hour has fixed the issue. I've experienced it with Experience builder and Instant Apps the most frequently.
This happened to us after upgrading an environment from 10.9.0 to 11.5. After that, we experienced issues with maps, Experience Builder, Dashboard, etc. It's great that you were able to identify the problem and log a bug to work on a solution.
Happened to us too when upgrading from 11.1 to 11.5.
Haven't seen it mentioned here, but also have had issues with widgets loading as well.
I noted this morning that ESRI have updated the bug and stated that it is fixed at version 12.
ESRI gave us a preliminary fix for 11.5 which involved backing up and editing the xml config file \ArcGIS\Portal\framework\runtime\tomcat\conf\Catalina\localhost\arcgis#apps.xml with updated configuration that they provided. Making this change has resolved the issue for us.
For those who still have the issue, it would be worth logging a ticket with reference to the bug above to get the details of the fix.
Thanks for the info, I am going to attempt this route! Don't want to revert back to previous version, and don't know when 12.0 will be released.
I spoke with support just this morning and they didn't offer me any preliminary fix. Can you elaborate?
I did the same, same outcome: Wait to the patch or released 12.0. No good.
