Has anyone else having issues with ArcGIS Enterprise Portal 11.5 not completely loading maps or data in Experience Builder, Instant Apps, or Web Editor? We are having to clear out the browser cache and site cookie each time it happens and sometimes even that does not work. When that happens we have to open the browser's dev tools and turn on the disable cache setting to get the content to load. We have also tried using incognito mode and I think the content has loaded every time.
We are seeing things like Instant Apps stuck with spinning circles, Experience Builder loading everything but the operational layers, Experience Builder loading everything but the basemap, Experience Builder showing HTML text across the app instead of the widget container, or Web Editor loading the UI but no map. Oddly enough opening the maps behind those apps in Map Viewer works every time without any issues.
I do not know if it is a coincidence that it started after upgrading from 11.4 to 11.5. Chromium-based web browsers seem to have more trouble, but even Firefox is not always loading the content. I did open a support ticket with Esri, but they closed it saying it was a web browser issue and not an Esri issue. So now I am curious if others are having issues with this.

I'd love elaboration, if we can get a quick runthrough on the fix from someone at ESRI or otherwise. I can definitely find that file, but curious the change made on the xml. I had a support ticket open for this already and was rolled into the bug and figured the fix would be discussed on the bug itself (or on this thread), since 12.0 isn't released.
I followed up with our local ESRI support after seeing the fix at 12. They mentioned that a software patch named Portal for ArcGIS 11.5 Web Applications Patch will be released soon to resolve this defect.
With preliminary fix the change to the XML, we made a backup of the file in another location and replaced the contents as per the attached screen shot. We've been told that we need to back out this change when the Portal for ArcGIS 11.5 Web Applications Patch is rolled out.
I'd prefer ESRI support to provide the information given the potential risk of the preliminary fix and the impact the issue had in our environment. Therefore, elaborating without any warranty or liability.
Therefore, I'd strongly suggest that any changes are run past local ESRI support first, and if implemented in anyway, done so in a non-production environment first with thorough regression testing.
