If you want to plot 2 geographically separate objects you should use 2 different data frames. Each frame can be projected to a conformal or equal area projection appropriate for that location. Then set the scales the same and overlay each in the layout.

Well you need to know what coordinate system you are dealing with. Presumably (may be not always the case), the XYs and the length are in those units.

That looks like a "3 band" dataset. I think that you will only be able to make a raster using AsciiToRaster using 1 band at a time. So create a *.asc using list position 0, then 1 etc
