You generate a list of "i" in line 29, then in 31 you increment "i". Then you only seem to use the value of "i" inside the while loop to identify the output. Consider using 2 separate counters so you don't get confused and increment inside the while loop.

You appear to have your decimal delimiter (radix) set to a comma ",". So: 582 + 871017020542 + 2826 + 20859771853 = 891876795803 So change it back to ".", a decimal point.

Sounds like you will need to investigate some python / arcpy magic. If you can post an example of your data here maybe someone can get you started. Other info required : what version are you using and what is the coordinate system of the data? A quick search revealed thing like this : python - Reading Text File to create Polyline with ArcPy? - Geographic Information Systems Stack Exchange

From your post it is not very clear what your tools does but... If it is processing some data and then needs to pass something back to the user have you considered turning it into a geoprocessing service? http://desktop.arcgis.com/en/arcmap/latest/analyze/sharing-workflows/what-is-a-geoprocessing-service-.htm http://desktop.arcgis.com/en/arcmap/latest/analyze/python/using-geoprocessing-services-in-python.htm
