You might want to test this, but I don't think removing records from hosted feature layers compresses the data on AGOL.  I believe you need to delete the hosted feature layer and recreate it which presents the problem of a new itemID so web maps and web apps with that hosted feature layer would need to be reconfigured which is time consuming. ...
