What version of Oracle is your database? I believe ESRI has links to database drivers for Oracle, SQL Server, etc.

Do you have a large amount of data that is going to the print service? Can you try zooming in very tight and turning off most complex visible layers and see if print service still has a time-out error?

Can you try again on another day? If it continues, I would create an incident with ESRI and provide them with a sample of your data and see if they can replicate the issue. I do know my org has issues downloading certain hosted feature services, but they are not points and I do not think they involve relationship classes.

Could it be that their E-mail security software finds zip files to be malicious? Have you tried to change the extension to something else to see if it gets thru the mail security (If that is the issue)?

Maybe you are hitting the limit of features allowed by default in a feature service so the feature service has decent performance?

Quotes are always needed in a file path that contains spaces. The path to python 2.7 did not contain spaces which is why it was not previously required. Also in my testing I have found that I needed to copy the existing bat file into a brand new bat file because Task Scheduler was randomly skipping python scripts called from the bat file.

The Census Bureau provides a free geocoder that generates a text file with lat long values. From there reformat the output to be used as input to XY Event Layer to create a point feature class.

This is the technique I use at my org as well after using the Dissolve tool. This is especially important when you need to keep the schema intact.

Maybe the values in either the feature class or table having trailing spaces. As a test create a new field where you right trim the values and see if you have better results with the join.

Hi Josh: What version of Pro is that python version associated with? I ask because I had a Pro python script that stopped GIS services that was working in Pro 2.x. Unfortunately, the upgrade to Pro 3.x broke the script due to the architectural changes of Pro 3.x compared to 2.x with regards to security. ESRI development has been looking into issue, but I have not heard back from ESRI if the issue has been resolved (It has been like this for 6 months). Not sure if its the same exact issue, but both your script and my script were designed to stop services.
