So based on this behavior, when would anyone not want to use Truncate instead of Delete_Features?

From my experience with on-prem data in file gdbs and enterprise gdbs, Truncate is much better than Delete_Features as it seems to keep data compressed. I tried to update a fairly large line feature class using Delete_Features every 5 minutes and after a few days the feature class slowed to a crawl. Once I applied the Truncate method, the performance stayed consistent as well as the file size.

Do you see any noticeable increase in AGOL credit use due to the increased hfl size? Do you have other hfls with the same workflow that exhibit this behavior?

Can the break out this 1 web app into multiple web apps that have a smaller number of layers related to the topic of the individual web app (Not sure this is possible due to your business requirements, but just a suggestion)?

I would recommend deleting versions after they are reconciled and posted and the data reviewed.

Cathy: My org saw many issues when switching between versions when editing an area in the testing environment, so we highly discourage switching versions in production until the area is reconciled and posted to reduce downtime and duplication of work if an area appears to be corrupted. Nate: Have you looked in the Server Manager logs at the Parcel Fabric service to see if any warnings/errors are being thrown there when this occurs (This has been semi-useful at my org to coordinate when an issue has occurred)?

Robert: This behavior is seen in Pro 3.4.2 and 3.4.4. Another post also references this issue (Although it is not main issue of post): https://community.esri.com/t5/arcgis-parcel-fabric-questions/issues-with-using-attribute-rules-to-assign-parcel/td-p/1186023/page/2 Thanks for the attention.

You might want to test this, but I don't think removing records from hosted feature layers compresses the data on AGOL. I believe you need to delete the hosted feature layer and recreate it which presents the problem of a new itemID so web maps and web apps with that hosted feature layer would need to be reconfigured which is time consuming.
