I've actually found a different solution that is working better for me. I'm storing all my tiles as cloud stores in AWS S3 and publishing them to Portal. Here's the ESRI blog post that led me to this. Performance has been great so far.

Hi Jason I was using AWS EC2 Windows "instances" to run tile caches. I don't recall now what specific instance type I ended up using back then, but I recently used a m6i.2xlarge successfully for building caches. I was able to get nearly 100% CPU utilization so it was an effective instance type. https://aws.amazon.com/ec2/instance-types/

Well, stopping the ArcGIS Server service, "carefully" deleting the orphaned data store remnants from the config store managed in AWS DynamoDB, then restarting the ArcGIS Service appeared to work. On to the next challenge...

We had the same experience with the HA stack - it was more hassle than it was worth. We transitioned to stand-alone stacks last year and it's been mostly smooth-sailing since. Much easier for us to troubleshoot and make adjustments. Unfortunately, I'm not sure I can offer much help regarding the private ip's. We currentlyuse elastic ip's in all of our deployments. We also use a load balancer in just one of those deployments, though. When we transitioned to all-in-one deployments, we decided to bypass the AWS load balancer since there was only one machine and we were also using the ArcGIS Web Adaptor for routing requests. We were also able to do this because we bought an external wildcard SSL certificate and loaded it into the AWS Certificate Manager (for use with our AWS ALB), but also use that locally in IIS on our Portal machines. We have an orphaned Data Store connection in our ArcGIS Server. I've been looking at this ESRI Support article, however, our config store is managed in AWS DynamoDB. I have identified that orphaned Data Store "item" in my DynamoDB table. Does anyone know if it is safe to just delete that item?

Thanks, @JustinS . We did finally successfully restore from our WEBGISDR backup. We've actually abandoned the HA architecture because we found that architecture was more problematic for us when deployed in AWS than the benefit we got from it (too many points of failure). Anyway, we've successfully restored from WEBGISDR backups a few times now to a single machine deployment with no problems. Thanks for your feedback anyway.

ESRI Cloudformation templates are great, but there are a few additional parameters we'd like to see added to the templates so we don't have to fumble around with modifying the templates ourselves and potentially corrupting our Cloudformation stacks. Specifically, we'd like to see more EBS volume options in the template parameters. First and most importantly is adding either more root EBS volume capacity (current max is 1024 Gb) or adding an optional second EBS attached volume for backups. We have quickly run out of disk space using the ArcGIS Enterprise all-in-one template and struggling to properly manage our full and DataStore backups. Additional optional parameters that would be nice are: EBS volume type, throughput, and iops. Thanks

I'd recommend CloudFormation. It may also be helpful to have your IT team create an AMI for you to reference in your CF template. For example, we build a Windows AMI that includes peripheral software (Notepad++, ArcGIS Pro, Firefox, etc) we want to use. You can then reference that AMI ID when you deploy your CF template. Also make sure you are within ESRI's password guidelines - advice: don't use @ symbols and stay under 29 characters. Those have both caused us heartburn in the past. You'll need to figure out your VPC + subnet(s), IAM user/role, custom domain+elastic IP (if needed), and load balancer (if needed) ahead of time. You'll also need an SSL .pfx ready to go, along with your ArcGIS Server license file. You can set up an S3 bucket for those.

I think we've resolved this situation. Unbelievably, because our subdomain started with the letters r-e-s-t (restore), that must have been a problem with the ArcGIS Enterprise cloudformation template somewhere along the way. The browser request to Server Manager was returning a truncated version of our subdomain with the r-e-s-t lopped off, which resulted in a token error. We obliterated the stack and launched a new one, this time with a simple subdomain that didn't happen to include any type of reserverd word or sequence of letters. Voila! Success! I'd be curious to know if this should be a footnote in the ESRI documentation or if we are just out of our gourds over here. Anyway, my stress level for the upcoming weekend just dropped significantly. Thank you for the feedback - it got us thinking along the right path.
