I'd suggest testing if you can download the map with an administrator role to rule out portal user permission issues. your data connection needs at least data editor permission on the geodatabase to take map offline even if you are only referencing the data. There must be a way to prevent people from licensing ArcGIS Pro from the staging environment. The mechanism in ArcGIS 11.3 and previous version was the LM which was used to license ArcGIS Pro and normally was registered in the production portal, and working together to provide the named-user ArcGIS Pro licensing. With the release of 11.4, some user types come with ArcGIS Pro licenses, and LM is not required for ArcGIS Enterprise to provide named-user licenses, which means ArcGIS Pro named user license is provided purely via Portal license, will that double the number of Pro license the client have paid for if the same portal license can be used for a lower environment? It will be great to get some clarifications on this, before moving to 11.4.

What's the error message when you publish the spatial view as a sync-enabled feature service? If you can't use Archiving, you can try versioned view. To be able to take the feature service offline, I remember the data needs to be from the same enterprise geodatabase. when you buy a License for your ArcGIS product, you normally pay for the software license and 12 months maintenance. Say you buy a permanent / perpetual ArcGIS Pro basic license with 12 month maintenance which give you some benefits, for example: After 12 months, you can choose to renew maintenance or not, and your software will continue to work regardless, but you'll lose some benefits listed above. This applies to most of Esri products. Do talk to your local Esri Sales, they'll explain it Primary and Secondary maintenance, it's just different level of support I suppose, not sure they are still sold separately - Esri license can be complicated 😛

I had the same question and I was told that sde-schema has a better security gesture and it's always the preferred schema. To be honest, I installed EGDBs using both dbo-schema and sde-schema in MS Azure SQL MI, both EGDBs seemingly work fine... but I didn't do an exhaustive test. Since it's explicitly listed as "Limitations" in 11.4 document now, I won't risk using dbo-schema for production in any cloud-based MS SQL database. This will make sure I'll get the tech support if anything happens.

You can publish the single image to ArcGIS server from catalog, if you don't have an image server license. if you need to publish 500 images as a mosaic dataset, you'll need image server license. and you can choose to publish the image service as hosted or non-hosted.
