In the reclass() function you have defined a single variable "industrial_area", whereas you have called three variables in the code "industrial_area", "one_third_neigh_area", "two_third_neigh_area". You should add three variables in the function, and also define the appropriate fields in the expression. Moreover, I don't understand "unclassified"? If this is a value, it won't fit in a Short integer type. You could replace it with values like 0 or 99. e.g.: Assuming the layer has three numeric fields viz., "industrial_area", "one_third_neigh_area", "two_third_neigh_area" Expression: reclass(!industrial_area!, !one_third_neigh_area!, !two_third_neigh_area!) Code Block: def reclass(industrial_area, one_third_neigh_area, two_third_neigh_area):
if (industrial_area > two_third_neigh_area):
return 13
elif ((industrial_area > one_third_neigh_area) and (industrial_area< two_third_neigh_area)):

My Assumption 1. Water Depth Map is a Raster layer, where each pixel value refers to the water depth. 2. Structures: Point feature class (Vector data). Then you could use Extract Values to Points. Here are a few other options How To: Extract raster values to point locations in ArcMap (esri.com). In case my assumptions are incorrect, please elaborate on the details of the data that you have.

Check if you have access to the KMZ (zipped KML) file. In case you don't, you could convert the KML to KMZ using KML to KMZ Converter Online - MyGeodata Cloud Use the resulting KMZ file in KML to Layer tool. It should give you the desired output. You could then use Calculate Geometry Attributes (Data Management)—ArcGIS Pro | Documentation to calculate the X (Lon) and Y (Lat) values.

A known bug with dual monitor setup. NIM003161: Docked toolbars stack up when you reload the saved d.. (esri.com) I don't expect this bug to get addressed, since we are already in the last release version of ArcMap. You might consider migrating to ArcGIS Pro.
