I believe your ArcGIS Pro licenses are managed from ArcGIS Online or Portal (Named User). Normally, an ArcGIS Product Setup extracts , extracts the setup folder first, then it proceeds to installation of the software (if checked). Usually, a File Geodatabase Raster Dataset should not have any extension. Did you write any extension (*.tif, *.img, etc) while defining the name of the GDB Raster Dataset?
