It considers the leap year. I just did a simple test for you. Google Result gave me the number of days until Feb 29, 2024 = 412 days Added same no. of days in Arcade from today resulting in February 29, 2024.

If you have access to ArcGIS Pro 2.4.x setup, try repairing it. If it repairs successfully, you may go ahead with the upgrade. Else connecting with Esri Tech Support team is the best option.

Try uninstalling ArcGIS Pro 2.4 first. Reboot your machine. Then install the latest ArcGIS Pro.

I can find it in My Esri account. They have just released (today) the version 2.9.6. So, I would suggest to wait out for a day, as the product might be available in My Esri in phase-wise manner. It should reflect in your My Esri account soon. Version 2.9.6 Build 2.9.6.32739 = ArcGIS Pro 2.9.6 Release Date: 1/10/2023

For ArcMap/ CityEngine license (if installed), you may just deauthorize the licenses from your old machine. Please refer "Deauthorize Single Use licenses" segment in How To: Perform online deauthorization of licenses for ArcGIS for Desktop and ArcGIS Engine Then, authorize the licenses in your new machine. You need to keep your license keycodes handy, or create licensing file from your My Esri account. Please refer Authorizing ArcGIS single use products and features . In case of ArcGIS Pro, you need not worry about deauthorizing it, as the license is a Named User Type Licensing. That means you can just login to ArcGIS Pro in your new machine with your ArcGIS Online user credentials that has ArcGIS Pro access. Note: In case you have checked the option (in ArcGIS Pro > Settings > Licensing) to "Authorize ArcGIS Pro to work offline", you must uncheck it before working on any new machine.

You can Calculate Statistics for a Mosaic Dataset as well. However, note "When using this tool to calculate statistics on a mosaic dataset, the statistics are calculated for the top-level mosaicked image, not for every raster contained in the mosaic dataset."

You might need to connect with the Course Coordinator of Coursera to address your concern, since the license has been provided by them. In case they aren't able to help you with an alternate license, you could look forward to purchasing an ArcGIS for Personal Use License.

You can go back to Classic My Esri. In the new My Esri, I am not facing this issue. I can see the software for download. You could reach out to Esri Support team, if the issue persists.
