Ahh I see. The single-use license is for authorizing your ArcMap license. With a Creator User Type, ArcGIS Pro license is available as an add-on license in ArcGIS Online. As mentioned by @mody_buchbinder , the ArcGIS Pro license can be found (in ArcGIS Online) under Organization > Licenses > Add-on License. Assign the ArcGIS Pro license (and required extensions) to your username. Then, login through ArcGIS Pro, using your ArcGIS Online user credentials.

You will not be able to export data in ArcGIS Online/ ArcGIS Enterprise Portal if the layer is not published as a hosted feature layer. Problem: The Export Data option is unavailable in ArcGIS Online If you have ArcGIS Pro, you may add the desired layer inside the map service (e.g. https://sampleserver6.arcgisonline.com/arcgis/rest/services/Census/MapServer/3) to ArcGIS Pro Map View (Add Data > Data from Path). Then use Geoprocessing tool like Feature Class to Feature Class or Copy Features to export the layer to a new Feature Class. Note: The Server may time-out if the GP tool takes too much time to export the data (for exporting huge datasets).

With ArcGIS for Personal Use subscription, you receive a Named User license. That means your ArcGIS Pro is licensed using the same named user that you use to login to your ArcGIS Online organizational account (also included with your subscription). Just ensure you have activated your ArcGIS Online organizational account (www.arcgis.com). When you login to ArcGIS Online > Organization > Members, you should see your named user with User Type as GIS Professional Advanced (includes ArcGIS Pro license). Use the same user for authenticating your ArcGIS Pro license. If not prompted to login to ArcGIS Online while starting ArcGIS Pro, you may navigate to Settings > Licensing > Configure your Licensing Options. Choose Named User License > OK. Login with your ArcGIS Online named user. Then you should be good to go.
