Jim, The Basemaps are services provided by Esri. One can not publish a service within another service. You can call your service as well as the basemap in your application (*Check the REST URL of the basemap). You can also plan to work with Portal for ArcGIS, as suggested by Rebecca Strauch

Isaac, Apart from Dan's suggestion, If you want to convert the labels to point shapefile, you need to do the following steps: 1) Convert labels to Annotation feature class. 2) Annotation feature to point shapefile. * The placement of labels is dynamic. That is why we need to convert labels to annotation.

Hi Manesh, If you want the labels to be a part of the service, you might like to convert the labels to annotations in ArcMap before publishing. Else you can also create/manage labels from Attribute table on your map in ArcGIS Online or Portal for ArcGIS.

Yes. One needs to share the map image service (share with all you want to give view access) and the feature service (share with those you are giving editing rights). There will be issues if you don't give the view access to the editors.

Move the location of the input/output rasters to shorter path (e.g. D:\Raster_Data). Try enclosing the whole expression inside Float(). like Float (Con("bshl_112p_srf" >= 158 & "bshl_112p_srf" <= 535,"bshl_112p_srf",0)). Don't copy-paste from here. Select the Raster layers and Operations from the Raster Calculator dialog-box.
