We physically drew in all of our substations.  We took the most current drawings from AutoCAD. georeferenced them in ArcGIS and physically drew in almost every single component through which electricity flows.  Each feature has an Asset number that is linked directly to our Maximo database.  Lot of work but in the end it works very very well. Well to be truthful there should not be a lot of changes necessary to a base data model for Electric Distribution and or Transmission (I work in both).  However, I have personally found nearly every distribution data model to be overloaded with a lot of extra unnecessary items. Granted there are those who may make use of some of those attributes.  But when you have a basic data model that contains 75 different attributes for a Service Point you end up with a lot of clutter.  Most of my clients eventually want Windmil analysis so I have been using the NISC dm for them.  I also like their data model better than most others.  However, they have not updated their DM since 9.3.  But there has not been a lot of change. If I ever get back to the EGUG conference I wanted to organized a data model session for the Electric Community.  Get a group of 10 people who have 15 plus years in Electric Distribution and hammer out a good solid all the junk removed data model.  ... Why would you need to change your license level often enough for it to be an issue? I have not changed my license level on my work computer in 15 years.  I sometimes remote into a client who only has 3 licenses and I sometimes have to lower mine on their computer. Very Reason one: If you don't know a reason why people should not be allowed to make registry entry changes on a work computer you should not be messing with it.  People can install anything, bring in things to your organization, change settings, delete critical elements etc... Very Reason two: You could take down your network Very Reason three: Targeted malware can get into your network via an administrator without them knowing it Very Reason four: Employees tend to find programs on the internet and install them on a work computer.  Often does not hurt anything but often as not it can Very Reason five: Did I mention Malware. Users tend to click the OK button without comprehending what can happen. Very Reason six: The user can change settings that IT (the people who really know about networks and computer safety because they live it day to day) has put in place. To paraphrase in a different way, but agreeing with you, is to have a label leader that acts more like a polyline in a geometric network were the end stays centered on the label center and the other end points to the feature.  But it would need to be offset from the label so as not to interfere with the label.  The way is is now is the number one reason I do  not use leaders with labels.  For those spots where I need to offset the label I created a label feature class as a point feature.  I place the point where I want it and then draw a leader to the feature.  I then offset the label from the point and give it a rotation for precise placement.  I can then change the leader to bend and twist.  Would not work for thousands but fortunatly I only have 400 or 500 locations where the offset label is required. ... It already exists. However not terribly straightforward Create your attribute. and make it a Long Integer.  Addthe feature to ArcMap In ArcMap open the features table.  Navigate to the Phone number attribute and left click on it. the field properties window will pop up. Click on the Custom Button. Select Custom and enter your Format String using the pound sign for numbers then when you enter a 8 digit phone number like 53433245 (you have 8 digits in your example) it will show up as 5-343-3245 If you add more than 8 numbers it will add them onto the left side so if you entered a 10 digit number it would come out 534-3245-1234 etc ... After you build your geometric network you can set up rules for that. Double click on your network in ArcCatalog and the Geometric Network Properties dialog will appear.  On the second tab called Connectivity you can set up your rules.  In the pasted image below is the dialog from an electric system.  I click the Electric Station which is a point feature.  It can only connect to a line feature.  So the other point features are grayed out.  In the case of an Electric Station (Substation) it can only connect to a BusBar. So I would check the BusBar box Then I select BusBar from the drop down menu.  BusBars are a line feature and can only connect to a point feature.  You will see it automatically added Electric Station.
