Oh, I read 200mb.  My apologies you wrote picture symbol.  Pictures are Rasters. What is the symbol representing? I think you would be better off not using a picture symbol. There are thousands of symbols available via the ESRI Font set.  If you have to us that particular Vector Symbol you should get a Font Creator and create a font from your symbol. The issue us your picture symbol is to large and complicated.  When the system converts your picture to a symbol it can only handle so much and discards the rest. You need to us pictures that you have scaled down to very small size.  Something like 100 x 100 pixels or less would be best. If it displayed your pictures symbols at full quality and resolution your screen refresh rate would quickly drop very low with more and more symbols. ... View more

Most larger airports already seem to have maps of their airports.  An issue with trying to make navigation inside a large building is going to be location. GPS has a harder time working inside of a building, especially ones with lots of metal. Wi-Fi probably would not work unless there was a free Wi-Fi network through out the airport.  And even then Wi-Fi is not very good at location. If you have an iPhone or tablet try using find my iPhone and see how close it gets. Last time I used it on my daughters phone it located the phone out in the middle of the street about 3 houses down. It was actually under a sweatshirt in her room. As far as acquiring the data you may have to get it direct from the airport or the FAA The Mall of America used to have  an internal navigation concept. Using Google Maps you could find your location inside the mall and navigate to a store you wanted.  However, it had issues with location and which floor you were on.  The app was neat but terribly ineffective. I went to the mall after it rolled out and it would take a long time for it to figure out where I was.  However, something to consider is that it might be is they might not make the data available to you because it could be considered a security issue for that kind of technology to be applied in an airport. ...
