You don't need a card as powerful as any you listed. The RTX A4000 is a good card but technically not as good as the RTX 3080. The benefit of the RTX A4000 is that it is a single slot card. And in that class is the one of the most powerful cards in that class. For my money I would go with the 3080. On my personal computer I have a 3080 Ti and ArcGIS Pro runs like gang busters.

Either it all reads from the same data source or you create a unique data source for each location. Meaning for SiteA you have a feature class or set of feature classes for SiteA. For SiteB you have a feature class or set of feature classes for SiteB

We have an application where field crews upload marked up drawings to a dashboard via taking photos with their phones. However, we also have crews that create a detailed pdf packet of updates. They use Collector for Windows to access the GIS and upload their .pdf packets to the dashboard. It works very well. However, recently one of the people who does this it will now not allow her to do this. Sorry I cannot remember the exact error message it is is basically saying it does not work. I logged in and sent the exact same PDF to the same place she was was trying to send it to. She is able to send a small .jpg file. any thoughts. She does have appropriate permissions and license to do so. She had been doing this for about a year.

We are developing map packages for field crews to take on their mobile devices to use in the field when cell service may be weak. My idea would be to create multiple Mobile Map Packages that will work together in a single application. The land base used for the current map package takes up the most space, however most features in it take decades to change. The Electric part of our system changes quite a bit more often. The idea would be to publish separate map packages a big one and a small one. The small one could be updated periodically and make for a much faster download into Field Maps

ESRI should also make a functional Field Maps application for Windows. I don't think they realize how useful it is to have Collector for Windows, as terrible as the port over was it is still very useful. Example, one of our field app is for crew to take photos of field markups on drawings and post them back to the database for engineers to use. However, sometimes if there are a lot of photos and updates the field crews want to make some changes back in the office. It is very useful to be able to select and upload dozens of images or pdf's at a time.
