Well the obvious answer is that you already have a feature dataset or table in your database with the same name. But you have checked that. Compression will often remove phantom's (so to speak) from your system.

County Coordinate systems are more local then State Plane and not formatted the same as state plane. And were genera rally created by The numbers you show are too small to represent a system as large as UTM or State Plane.

We just installed Portal and started populating it this week. We had Server older version on. We initially did a preliminary load of Portal 10.5 I think it was. And when 10.6 came out we tried to upgrade right away. Similar issue. the only way we could fix it without spending millions in ESRI tech support was to do a clean install on a new machine and porting data over. This was only a test run so we were lucky. We are not going to change our portal over at least now till December or so.

Not helpful now but don't upgrade until 10.7.1 or so we have been secretly advised. In truth we have made it a policy to NOT upgrader our Portal/Server until several months after an upgrade.

From your Utility Network Analyst Toolbar. Select the Analysis drop down menu and select features you to not want to participate in the trace. Or from the same drop down menu select options. And choose Selection as your Results format. Then make not selectable those layers you do not want to participate.

When Publishing a Web Layer in ArcGIS Pro. Under Location you specify the Server and Folder. We have a relational data store and our regular server. The Share defaults to the RDS as the Folder option and we need to switch it to the other server. Is there a way to set it so that the RDS is not the go to location? In the drop down the RDS is listed at (Hosting Server)

Right click on your Data Frame in the contents pane and select Advanced Drawing Options. There will be a check box to use Masking Options. you can use a Polygon layer to mask other layers
