A geographic coordinate system is one designed to allow users to better map the entirety of the Earth or very large geographic areas. Generally speaking your projected coordinate systems are a better for for smaller defined areas. Our G&T spans 3 different UTM zones. We used to use the one in the middle but it dramatically skews data in the other zones. We work with a number of small distribution systems and I would build their systems in the appropriate projected system. Depending on the shape and size of the system. One system built their own GIS and SHOULD have use UTM. But they insisted on using State Plane because a 3rd party solution was not compatible with UTM. However they spanned 2 different State Plane systems. We finally settled on WGS_1984_Web_Mercator_Auxiliary_Sphere for everything because it keeps data more uniform across large areas and is very good for web gis.

I use the Ø a lot to for labeling number of phases for cabinets. And I write into the label expression sometimes to change the font and show a different character. like number 059 in AmFM Gas that is a right facing arrow to indicate a number range as part of the label. Try it in word or notepad first. It could be a computer thing.

Are you on an Apple or Linux machine? it should work with any windows machine. no spaces between the numbers. Try it without the leading zero When I do it without the zero I get │ instead of ³

Here is one of my favorite tips. Create a spreadsheet and populate the first column with numbers 33 through 255 There are 255 characters you computer recognizes but the first 32 are things like carriage return. Use any Roman Font. I use Cambria In the first row put in the name of the Font in the second column ( using the same font) put in the formula =Char(A2) The first number in A is 33 so the result will be ! 216 will be Ø which is one I use a lot also. I made a spreadsheet about 15 years ago like this that also contains all the ESRI and NISC fonts as well as wing/web dings I printed it out on 11"x 17" paper and have a quick and easy reference of all ESRI Fonts for symbol purposes.

I would suggest creating a 10.7 SDE database (as a copy of your 10.3.1 data) load it up and then see if it works. Using copy's of your 10.3.1 mxd's or pro projects. Personally we are holding off on the upgrade until 10.7.1

So you might have a larger issue with the database itself. Judging by the snapshot you have a number of raster's in the DB Are there any Map Services running on your machine? You may need to stop services to compress. I have also found it sometimes problematical to compress a DB from catalog. A work around can be to create a model in catalog for the compress and save it as a python script you can double click on to compress it.
