Back in the days of Info there was a utility to draw polylines based on color differences. However, I do not think it is around anymore. However, for an area this small and with as few features as there appears to be you maybe should just draw them out.

I am trying to create a PDF of an area for a underground locate. I have Map Series set up for all of our substations. For some locates I want to navigate to the area in question by using Map Series and then zoom in a little tighter to show better detail. And I want to print out what I see. Is there any way or setting to not have the Share task default to going to the extents of the Map Series. Without having to create a new polygon or redefine the Map Series.

Several of our member cooperatives are using them as well as a big G&T in our area and they work pretty well. One of the cooperative is seeing their load go down significantly for street lights. If you like I will see if I can get a specific brand and model to look at

Technically speaking if it is in SDE then it is no longer a MS Access Database. Can you add tables from your SDE into ArcMap or ArcGIS Pro?

You cannot add Excel spreadsheets to ArcGIS pro if they are newer than Excel '97 or something like that. Your best option is to use catalog and import the excel spreadsheet as a table or convert the .xls to .csv

Can anyone tell me the exact syntax I would need to create a halo in ArcGIS Pro using an Arcade expression. Please don't just paste a link to a help document. I have found a number of examples but cannot get them to work properly. And each example seems to use different code. my label field is [MBLABLE]

With out the long explanation from above how did you do it? Our practice was to create the blank database in SDE with Web Mercator as the projection for each dataset. Or original data was in UTM Zone 15 and it caused issues near the ends as it extended into zones 14 and 16 and was seriously warped. When we did it we simply selected all the feature classes in the UTM dataset, and pasted them into the Web Mercator dataset. And our world was straightened out.

I would simply set your database datasets to WKID 3857 and leave it at that. Our entire system is to big for any one projection to work well other than WKID 3857 We can import any data into that projection and it re-projects very nice. AND it lines up with ESRI Photos. Which conveniently enough ESRI Base maps are provided in the same projection.
