You are in ArcMap with Data Driven pages. If your data driven pages are based on the Polygons it is quite easy. Once you have your Data Driven pages enabled and set up. Open the feature class you based them on, in this example I am going to say your parcel layer. Open the properties and the Definition Query Tab. You will now have an option called Page Definition. You choose the field you based the DDP on and select Match. Then when you are on a giving DDP only that parcel will be visible.

You can purchase an annual subscription to AGOL. Though I don't know how useful it would be having to rely on public data. Never tried actually. https://www.esri.com/en-us/arcgis/products/arcgis-online/buy#for-individuals However, when I retire I may do this because I don't think I would be able to stand not doing GIS after I retire.

I get it now. I don't know if you will find a lot of people that can provide nitty gritty statistics. The hardware recommendations are pretty low. But that being said there is going to be poor performance with those recommendation. Pro will utilize multiple cores at a time depending on what the user is doing. Think of it as very similar usage to a high end video game. My company low balls us with GIS Computers and it is frustrating waiting for my computer to catch up. I only have a i7 Gen 8 with 4 cores, 16 GB RAM, and worst of all integrated grapics. For most daily basic operations this works fine. But when I try calculating thousands of entries at a time it is bogged down, or the further I zoom out and the more that is on my screen it really goes down hill. Especially if I have large Rasters visible. I have a wall map project I have set up. On my work computer it may take a minute to several to generate the full view. And then exporting that map can take a long time. As an experiment I loaded Pro onto my personal computer i9 10th Gen with 8 cores, 32 GB of ram and a RTX 3080 GPU. When it takes me 10 minutes to process that wall map for export, my personal computer does it in 10 seconds. Suffice it to say Pro can stress processor, ram, and graphics capability.

probably your only solution will be to tell people when they complain about scroll bars what they need to do to fix it. I have created a number of dashboards and have a lot of people calling because it does not look right. and the answer is that setting. Your other option may be to design a dashboard for each of the display settings

Also check the display settings on the computer designing the dashboard and ensure it is at 100% Also, the smaller screen user may have set the resolution really low to make things bigger as well.
