Did you discover a solution to this problem? We have one hanging service that is in stopping mode and will not complete. We tried restarting the ArcGIS Server service and even restarting the server itself. Still this one service is hung in "stopping" mode which is making all the other services unresponsive (not working). I cannot stop/start/delete a service through Manager or ArcCatalog. Is there a way to manually remove a service by killing a task manager service or deleting the physical files?

Yes. If you use the same server for the GIS Server and web adaptor, the publisher and admin connection would go to the web adaptor http://servername/arcgis. You can view services using the gis server http://servername:6080/arcgis but won't be able to publish using this URL (with Web Tier Auth enabled). Also with Web Tier Auth, make sure the option to "Enable Admin Access" is checked when you setup the Web Adaptor.

yes, I've tried to create a service def file and create the map service through Manager. Same error messages. I'm connecting to a SQL Server database which is registered with ArcGIS Server - and the connection is validated. I've also tried copying the data to the server, same error messages.

I tried connecting with the ArcGIS Server services account as well as the Primary Site Admin account. Neither worked. I tried adding my IP address (even though it is temporary) to the Allows Admin IPs, but that didn't work either. I still get an error saying "Error executing tool.: ERROR 001359: Failed to connect to the server. Failed to execute (Publish Service Definition)." I will start a ticket with ESRI.

Yes, we use secure services with SSL enabled. I'm connecting using the Primary Site Admin account, so I know it has permission to publish. But I will double check to make sure the ArcGIS Server services account has write permission to all the necessary folders. I think you are on the right track about "allowed admin access by IP" located here: https://servername:6443/arcgis/admin/security/config/update I've seen another forum where this was the fix to publishing problems. We don't have fixed IPs on our PCs, but I will investigate what can be done.

abrown31, Did you find the answer to which outbound ports does ArcGIS Desktop use to contact ArcGIS Server? We are in a similar situation needing to cross multiple networks (DMZs). We can connect to ArcGIS Server using ArcGIS Desktop, but cannot publish to it. Error message says "unable to establish connection to the server." My PC cannot ping the ArcGIS Server.

Since you are uinsg https with port 443 on the web adaptor, I'm assuming you have setup the GIS Server to also use the https protocol. If not, you need to. For more information see this documentation: http://resources.arcgis.com/en/help/main/10.2/index.html#/Enabling_SSL_using_the_default_self_signed_certificate/0154000005wq000000/ If you have setup the protocol on the GIS Server to "http and https"... your URLs to connect to Manager through the GIS Server should look something like this: https://yourservername:6443/arcgis/manager/ or http://yoursevername:6080/arcgis/manager Do you get the 403 forbidden error at both of these URLs?

Is your GIS Server set to use the GIS Tier or Web Tier for auththentication? If its set to use the Web Tier, is the web adaptor server's IIS site set to use Anonymous or Windows authentication? Also....is the web adaptor's IIS site using a standard port like 80...or something different?

Just to followup. For my situation, we created a new site and restored the directories. This fixed the error messages. ESRI said that something must have been corrupted during the initial site creation.

If you have the GIS Server setup to authenticate using the "Web Tier", you need to use the Web Adaptor URL to make a connection in ArcMap.

Are you logging into the GIS Server (http://server:6080/arcgis) or the web adaptor (http://server/arcigs)? Can you log into the ArcGIS Server Manager from a browser on your PC? If so, are you able to log in with your credentials or using the primary site admin account?

kalafarskim, Here's the set of instructions that I followed for installing a trusted certificate. There's a bit of vodoo involved with how the certificate is created and provided by the issuer, but you should receive three certificates - local, intermediate and root. They are all "one" certificate but different levels. You need to import all levels, but the "root" certificate is the main one. It is not an exact science, but this is the ESRI recommended way of doing it. We've created organizational trusted certificiates using the server name as well as the server name with the domain. Both are throwing back the same errors. The web browser doesn't have a problem with the certificate. I can access manager and rest services fine. However, ArcGIS Server will not start the Printing Tools service and gives these errors. We are using the same setup method in production (where we are getting the errors) that we did in development and test. The trusted cert without domain worked fine in dev and test. I suspect its a blocked port on the DMZ where our production server is located. I sent the list of required ports to our IT dept, but I haven't confirmed with them that they actually did open those ports - and I don't have access to that server. I'll keep trying. Let me know if you hear anything good back from ESRI tech support.

aaronnoriega, Were you able to resolve this error message on Windows 2008 R2 server and still use the AD service account? I'm getting the same error message along with a couple more: ERROR_INTERNET_SEC_CERT_CN_INVALID, URL = https://servername:6443/arcgis/services, HTTP Status code = 0 and Status Text = (WinInet error code = 12038) Error while using HTTPS security, URL = https://servername:6443/arcgis/services, HTTP Status code = 0 and Status Text = (WinInet error code = 12057)
