They're not there because a view in ArcScene is not "a map". It is a 3d visualization. As such, scale bars and other layout elements are never actually true but vary across the image depending on the perspective. Most snap shots of 3d scenes make for poor visualization anyway, and only become meaningful either "live" by viewing the data in Scene itself, or by creating a movie using a fly through or create a 3d web scene. ... Attached is the doc from ASPRS / Clifford Mugnier details Ghana's geodetic control and history. I see that your data appears to be old coverage export files. Perhaps you should import them into a fgdb first, before trying to get the underlying GCS / datum correct. The doc (& the ArcGIS documentation) says that the classical datum in Ghana is Leigon (WKID 1159) and there is a geocentric transformation available in the system. If you have the data already matching to within 60m, then you obviously have the correct projection system already. Just need to apply this transformation and see if the alignment improves. Also in the doc, CM details a 7 param Bursa Wolfe transformation which he says greatly improves the accuracy. This is not in the ArcGIS system (at 10.3.1), so you would have to try this by creating a custom transformation. ... View more

Well height, in a distance perspective view like ArcScene is somewhat false. You can't actually insert grids / graticules into ArcScene like you can do in the normal top down, planimetric view of ArcMap. What I have done in the past is to create a grid of polylines and use that to provide a visual reference. If you don't know how to use python to create features on a regular grid, see the Create Fishnet tool, Then you could use this set at various heights to give you the visual reference you require. ... This problem still gets down to file permission problems on the system where the ecw exists. Just check using the normal windows tools. Also could try importing the ecw into a file geodatabase, and define the projection there using the properties page in ArcCatalog. ... View more
