Is this data the same that has the COM components? If so, you may need to add the ArcFM reader for Pro to get it to work correctly.

Custom COM is usually from some sort of 3rd party program (non-Esri). That specific error code is for "dataset not found". What version of ArcGIS Pro are you using? What version of ArcGIS client created the XML file? Can you copy over a feature class from the old DB to the new DB without any issues? What type of data is in the XML file (or old geodatabase)? Is the source data using a geometric or utility network? I could potentially test it on my side if you are willing and able to send me the XML file. No promises of a solution, but another set of eyes. I know that you are trying to use XML, but want to see if the results are the same.

That sounds like there may be something related to ArcFM in the schema you are importing? When I see that error it usually is related to ArcFM or a custom COM component in the source database.

Yeah, I can see the confusion.... I looked here: https://enterprise.arcgis.com/en/get-started/latest/windows/upgrade-arcgis-enterprise.htm And it shows Portal then WA, Server then WA. I would create a support case to have them review the documentation and see how it could be improved.

I noticed that for 11.1 upgrade you do the web adaptor after Portal & Server. Not sure why 10.9.1 is different. 11.1: https://enterprise.arcgis.com/en/portal/latest/install/windows/upgrade-portal-for-arcgis.htm I usually follow the order for the best experience in the upgrade process.

Here is a table that shows what Pro version and its equivalent Enterprise version: https://pro.arcgis.com/en/pro-app/latest/help/analysis/geoprocessing/share-analysis/geoprocessing-service-compatibility.htm If you start to get too far apart there will be compatibility and functionality issues between them. I would recommend upgrading to Enterprise 11.1 if you move to Pro 3.1. Ok, is there Pro on the Server machine that can connect to the PG database? Is it an enterprise geodatabase or just a PG database? Just to be sure, this PostgreSQL DB is NOT the one being used by datastore?

What is the version of Postgres that you are using? Is the database a geodatabase? If so, what is the version of the geodatabase? Do you have the pg_hba.conf configured to allow the server machine to connect? Are you able to connect via PGAdmin from the server machine to the PostgreSQL database?

Are you publishing from another version that is not "DEFAULT"? If so, you have to register that specific version as a datastore. https://pro.arcgis.com/en/pro-app/latest/help/sharing/analyzer-error-messages/00231-layers-data-source-must-be-registered-with-the-server.htm#ESRI_SECTION1_B637B987CF8544C79E45A3829C71B848 You may encounter this message even though the source enterprise geodatabase or enterprise database has already been registered with the federated server. The reason for this is that the connection properties (user name, password, version, and so on) used by a layer or stand-alone table referencing the source enterprise geodatabase do not match the connection properties of the enterprise geodatabase registered with the server. Registration is required for each separate connection.
