Yeah, I would say that SQL 2012 is not supported on that version of Pro; https://enterprise.arcgis.com/en/system-requirements/latest/windows/database-requirements-sqlserver.htm The "oldest" version of SQL Server supported is 2016. Even Pro 2.8.x does not support SQL 2012. SQL Server 2012 is not supported by MS anymore: https://learn.microsoft.com/en-us/lifecycle/announcements/sql-server-2012-windows-server-2012-2012-r2-end-of-support I would recommend moving to a more modern SQL Server version, like 2019 or 2022.

I do not think that the version of the Enterprise Geodatabase (EGDB) would impact this. You can also have a newer version of Enterprise compared to the EGDB. I would think that the client used, i.e., ArcMap 10.8.1, would be the main factor in editing geometric network.

That makes it seem like something on the machine is slowing down the responses to the browser. Again, they could have networking rules configured that scan the work machines traffic which would cause some latency (slowdown). I would work with your IT dept. to have them investigate this, since it only happens with organizational machines.

It sounds like there is some sort of scanning software / throttling happening on your work machines. This could be due to network speeds, AntiVirus and other scanning software packages, HTTPS decryption of packets, etc. I have seen lots of variables over the years impact performance. I would recommend reaching out to your IT team to see if they have any of these inplace. When testing the external laptop, is that on the same network as the work ones?

Yes, if SDE Owned Schema is unchecked, it creates a DBO schema EGDB. When you created data and it showed as DBO.name, then I would guess that you have "SYSADMIN" under your user. Here is the doc that states it must be a database user: The feature dataset in an enterprise geodatabase must be from a database connection established as a database authenticated user. This user must have database privileges to create content and cannot be an OS-authenticated, the database administrator, or the geodatabase administrator account. That is correct, it updates the value in a safe and supported manner. I know that many people just update the value via SQL, but always advise against it unless directed by Esri. It can be done safely (update via SQL) but have seen MANY issues happen during the update process that impact other things. There also are not many reasons to update the server_config table anymore.

Giving a database user "db_owner" does not make them DBO when loading data. I would expect the data to be loaded as the data owner name. If you need to have DBO, usually there is a user that has "SYSADMIN" server role. Having the data associated with a specific user is not a bad practice and is something that we recommend in SDE geodatabases.

Here is some guidance on this: https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/upgrade-dataset.htm I would also make sure that your Oracle version is supported: https://enterprise.arcgis.com/en/system-requirements/latest/windows/database-requirements-oracle.htm Before you do any sort of upgrading / migration: take a FULL and VERIFIED backup of the Oracle database.
