If the data is owned by DBO, then the user has to be DBO / Sysadmin to be the data's owner. This is where using DBO can get tricky. The default schema should be "GISadmin" for that owner, not DBO or something else. You may need to delete the parcel fabric, create a new data owner (parcel) then reload as that user. It would alleviate some of these issues. I am not sure there is a simple "fix" for all of this.

Those are some great questions, let me try to provide some insight on some of them: Usually I recommend only using the Geodatabase Admin (SDE or maybe DBO) as the geodatabase admin and not own any objects in the Enterprise Geodatabase (EGDB). I usually recommend that you run the GP Create DB Users tool to create the users that need to own data (i.e., gis, data, parcel, water, etc.). Just keep the PW secure for the users above 🙂 For editing / viewing, I recommend that you create AD groups and assign the users via that route. This will allow you not have to manage many different user accounts and permissions. You just manage the group for people to edit / view. This works great in SQL Server. As for training, I would recommend viewing and taking some of the Instructor led courses that we offer. You may be able to apply a color map via raster function template (rft) on the image service as a WCS. I know that QGIS can access the rft in the service as WCS. I have not heard of that yet. Is the SQL Server instance in the same location (i.e. building) as the Pro clients? It may be good to work with technical support on this as they can dive in deeper. I will say that SQL 2016 is at the end of the supported list for Pro 3.1 (https://enterprise.arcgis.com/en/system-requirements/latest/windows/database-requirements-sqlserver.htm) but should still work. I wonder if the upgrade would help the interaction. What was the previous version of Pro that seemed to work fine?

You can see what the RDBMS is in the connection properties of the "<name>.sde" file in Pro. You can also ask your DBA and they should be able to provide it.

You could try pausing connections to the Enterprise Geodatabase (EGDB) while you do this, but if someone uses the "SDE" user they would be still connect. Is the EGDB upgraded to the latest version? What is the RDBMS version info?

The programs could not "conflict" but they would compete for the available resources on the machine. Depending on the settings in SQL Server it could consume all resources available. If they need the same resources this is where the issue could be. If that happens we recommend splitting out the Server / SQL Server.

This is my go-to for this one: https://support.esri.com/en-us/technical-paper/supported-environment-policy-3521 Non-certification of an environment does not necessarily mean it is not supported. That environment is supported if it meets or exceeds the base build environment and that environment is known to not fail. Environments that are known to not work are usually documented on the product support page as soon as that information is available. So that upgrade should be ok since it is a patch set. I would follow the docs that you referenced above: Take a FULL and VERIFIED back up of the Oracle database If the patch causes issues, roll it back. Hope this helps!

The tool itself has been around for many versions. It may be possible to copy the file over for creating the webgisdr from 11 --> 10.9.1. The ArcGIS Enterprise organization to which you restore must be at the same version it was when you created the backup. Additionally, you must restore to the same type of operating system. For example, you cannot create a backup of an organization on Linux and restore it to Microsoft Windows machines.
